According to the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcity police of Winterthur, unsustainable conditions prevail on the site: \u201c<em style=\"font-family: Arial;\">Human faeces lie the walkway next to the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlandfill of Rietberg. Around the transit site for travellers, paths and the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tforest edge are used as outdoor toilets. Since July, complaints with the city  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolice were frequently discussed, confirmed the deputy commander, Daniel  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBeckmann. For Beckmann it is obvious: \u201cThe current situation is unsustainable.\u201d  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe site that cost 500,000 francs was inaugurated in the spring of 2013 with  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe guideline to offer space to the caravans to the Swiss travellers. Currently,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe site does not meet this requirement at all, says Beckmann. Foreign Roma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcurrently exclusively occupy the site. Swiss Travellers don\u2019t find any space  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsince other Roma immediately occupy every vacant parking space, he states.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t[&#8230;] It is necessary to reinstall the initial purpose of the site and if  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpossible without exposing oneself to the charge of discrimination.\u201d<\/em> The  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdispute over transit sites and longer term camping sites is a pan-Swiss  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblem, as there are not enough sites for all travellers by far. This problem  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis exacerbated due to the presence of foreign travellers, and the conflicts degenerates  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin racial distinctions that can\u2019t be objectively verified: of course there are  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma that are as described in the article, but these are not representative  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor all Rroma by far. Moreover, most Rroma are sedentary anyway. A priority of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnationals on camping and transit sites, as also referred to by the city police  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcommander, is not legal and would contradict international laws on equal rights.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe insistence that foreign Rroma occupy \u201cJeniche sites\u201d is therefore a prejudiced  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tjudgment that is not based on objective facts.<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">Graf, Michael\/Garne, Jigme (2014) \u00abUnhaltbare  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tZust\u00e4nde\u00bb auf dem Durchgangsplatz.
