The European Commission \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst Racism and Intolerance (ECRI) has published a recent report, in which \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tit highlights the strengths and weaknesses of Swiss anti-racism efforts. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCommission commends the dedicated condemnation of xenophobia by Swiss \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tauthorities: \u201cMentioned honourably in the report are the cantonal integration \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprograms for people with a migration background, better training of police \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tofficers in the area of \u200b\u200bhuman rights or support services of individual \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcantons and municipalities for LGBT people (Lesbian, Gay, Bisexual, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tTransgender)\u201d (NZZ 2014). In contrast, there is still a strong potential for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timprovement, especially regarding the political discrediting and exploitation \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof minorities. Various groups, among them the Rroma, are discriminated against \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin the labour market, the report states: \u201cThe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolitical discourse is partly xenophobic and racist. This leads to the fact \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat the reputation and the lives of black people, Jeniche and other Roma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgroups are significantly degraded. Refugees, short-term residents and LGBT \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpeople are also affected. These groups are faced with significant \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdiscrimination in the labour market<\/em>\u201d (NZZ 2014). Here the distinction must \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbe made that Jeniche constitute a distinct ethnic group with their own language \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand history. They are therefore not a Rroma group, as it is claimed here. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEuropean Commission recommends continuing to expand the opportunities for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration. On should also aspire that the Federal Commission against Racism accepts \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand processes complaints in the future. In particular the police must ensure \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat identity checks are not carried out on ethnic criteria.<\/p>\n
