The controversial aid \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprogram is supposed to help deported families or voluntarily returnees from \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tGermany with their reintegration. According to Baeck however, the aid project \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdoesn\u2019t not fulfil this task. The program is more a political representation \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproject, than that real integration assistance is being provided, Baeck \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcriticizes: <em>\u201c\u201cUra\u201d \u2013 means \u201cbridge\u201d in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tAlbanian and is a project for \u201creturnees\u201d in the Kosovo, which Lower Saxony finances \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsince 2009 with six other provinces and the federal government. Just recently, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tLower Saxony decided to extend it until 2015. [&#8230;] During a visit in February, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe door to the URA-2-building is closed. [&#8230;] People should actually queue \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\there: anywhere in Prishtina, one encounters deportees, who wear rags and live \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin the worst conditions, in shacks or demolished houses. This morning, there is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tno one to be seen of all these people in the URA-2 building. <\/em>[&#8230;] <em>URA 2 seems to be more effective in Germany. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBy default, during asylum procedures in Lower Saxony, the authorities refer to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe assistances that are listed on leaflets. The project serves as a mean to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\toverturn in advance possible reasons that could hinder a deportation \u2013 for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texample health reasons.\u201d<\/em> Baeck sees the return assistance project as an \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texcuse to have arguments for the deportation of immigrants back to the Kosovo. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma constitute the largest group of those affected. All the promises that are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmade in the information brochure of URA-2, are not adhered to, Baeck criticizes: \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<em>\u201cIn the brochures of URA 2, one can read \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof \u201csupport with administrative procedures\u201d and \u201cpsychological support\u201d, of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgrants for rent, medicine, school supplies, or the initial furnishing of an \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tapartment. To promote the integration into the labour market, one time training \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcosts can be paid, up to 170 Euros, when starting a business even several \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthousand Euros. Who is returning from Germany \u201cvoluntarily\u201d, receives more than \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u201crepatriated persons.\u201d\u201d <\/em>Rroma are not politically persecuted in Kosovo. However, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat does not mean that they are not there affected by severe poverty and a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twide variety discriminations. This is given too little consideration when \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdeporting people back. \u2013 Before the war, 100&#8217;000 to 300&#8217;000 well integrated \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma lived in the Kosovo.
