{"id":1351,"date":"2014-07-04T00:00:00","date_gmt":"2014-07-04T00:00:00","guid":{"rendered":"http:\/\/%20rroma.org\/04-07-2014-minority-rights-group-international-rroma-in-europe-still-heavily-discriminated-against\/"},"modified":"2022-08-04T11:48:15","modified_gmt":"2022-08-04T10:48:15","slug":"04-07-2014-minority-rights-group-international-rroma-in-europe-still-heavily-discriminated-against","status":"publish","type":"post","link":"https:\/\/rroma.org\/de\/04-07-2014-minority-rights-group-international-rroma-in-europe-still-heavily-discriminated-against\/","title":{"rendered":"04.07.2014 Minority Rights Group International: Rroma in Europe still heavily discriminated against"},"content":{"rendered":"<p style=\"text-align: justify;\" class=\"MsoNormal\">The latest report by \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMinority Rights Group International (2014) criticizes the continuing, strong \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdiscrimination against members of the Rroma community. For Hungary, the report passes \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcriticism on the lack of protection against racially motivated violence. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tperpetrators of a series of murders that brutally killed six Rroma between 2008 \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand 2009 were only identified and arrested after massive criticism of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinitial investigation. The case revealed institutional racism in the Hungarian \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolice. The protection of the Rroma population from parading right-wing groups \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis also insufficient, criticizes the documentation, for example concerning the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tparade of right-wing extremists in Gy\u00f6ngy\u00f6spata, in 2011. The Hungarian law \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tenforcement is pervaded by a strong double standard, the report states: Rroma are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trepeatedly sentenced to harsh prison sentences for acts of violence against \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tethnic Hungarians, so-called \u201canti-Hungarian crime\u201d. However, these judgments are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdisproportionate when compared to the racist actions against Rroma, which are only \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinsufficiently being investigated by the police: <em style=\"font-family: Arial;\">\u201cThe resistance of the police to considering bias motivation and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teffectively investigating crimes reported by Roma victims was illustrated by \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe inadequate official response to the ethnically motivated \u2018patrols\u2019 of extremist \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tparamilitary organizations in the village of Gy\u00f6ngy\u00f6spata in 2011, where the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlocal Roma community were subjected to weeks of abuse and intimidation by armed \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tvigilante gangs<\/em> (Minority Rights Group International 2014: 173). The report \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tregrets the continuing status quo that the Rroma are not or not sufficiently heard \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin the public discourse. Therefore, it is necessary that the minority gets help \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tby the state or other organizations in combating this discrimination. However, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tif the state itself reproduces these racisms or tolerates them, little will change \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin this situation (compare politics.hu 2014).<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">Concerning Romania, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBulgaria and Slovakia, the report criticizes the prevalence of a sexist image towards \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRromnja. These are presented as hyper-sexualized and promiscuous in the public \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdebate, giving a racist explanation for the high number of children among \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcertain Rroma. The fact that ahigh numbers of children is a result of poverty \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand of a lack of education, and therefore also occur among ethnic Romanians, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBulgarians and Slovaks, is completely disregarded. Therefore, a demographic \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tissue that affects society as a whole is portrayed as an ethnic problem and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthus underlined with racist reasoning. Particularly problematic are sterilisations \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat are still performed on Rroma without the consent =. They testify that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teugenic thinking continues until today and is even actively pursued (Minority \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRights Group International 2014: 29-30).<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">Regarding Greece, the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\treport criticizes the continued segregation of Rroma children in public \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tschools, which continues despite repeated admonitions by various courts. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEuropean Court of Human Rights ruled in May 2013, that the implementation of a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tseparate Rroma class at the primary school of Sofades constitutes a discrimination \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof the right to education. This was the third court ruling that condemned segregation \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Rroma children in Greece. In addition, the report criticises the right-wing \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tparty <em>Chrysi Avgi <\/em>(Golden Dawn), who repeatedly agitated against Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand was involved in numerous violent actions against minorities. The neo-Nazi \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmovement reasons along highly racist arguments. Member of parliament Dimitris \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tKoukoutsis accused the Rroma of \u00a0genetic criminality (Minority Rights Group International 2014: \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t169-170).<\/p>\n<ul>\n<li>Minority Rights Group International (2014) State of the World\u2019s Minorities and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIndigenous Peoples 2014.
