Gheorghe was decidedly fostering a cosmopolitan \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tview of the Rroma and their affiliation to the different states and turned \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst all nationalisms: <em style=\"font-family: Arial;\">\u201cHis widest \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tambition for the Roma, who had no land of their own, was that they should be a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t&#8216;transnational&#8217; people, a grand pan-European federation of men and women, who, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhile proper citizens of their own countries, also represented a society \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbroader, freer and more enterprising than that of nation states [&#8230;].\u201d <\/em>But<em style=\"font-family: Arial;\"> <\/em>Gheorghe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trealized that the real challenge was not the work in the European institutions, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbut the implementation of integration policies at the local level. In the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tvillages and cities the consciousness of cosmopolitanism, which had existed \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tunder the Ottoman rule and Communism, had been lost. At the same time, many \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma did not manage to evolve into entrepreneurs, as Gheorghe had hoped. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpeople they helped in training didn\u2019t go back to engage in community work, as planned, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbut rather accepted positions in the administration. They didn\u2019t understand \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tenough about the mechanisms of the free market and focused too much on the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproduction of goods. The group companies Gheorghe had supported with the help of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfunding, did not function as desired. They should rather have supported \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tindividual business ideas, he remembers. In addition, a further portion of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsupport funds disappeared due to nepotism. But there had also been successful \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprojects. In these cases, however, private property existed previously, property \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ton which one could build for an enterprise: <em style=\"font-family: Arial;\">\u201cMost \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof the Roma working in our project had no such patrimony. They&#8217;d been selling \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttheir labour. And they didn&#8217;t know what to do with money. They had no entrepreneurial \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tskills. They imagined \u2013 and I imagined too \u2013 that if we gave them money \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tentrepreneurial skills would just appear. And that was not the case. They \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twasted the money. We ended up generating personality problems: It was much more \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthan they could mentally cope with.\u201d<\/em> Gheorghe therewith directly addresses \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe problems that arose during the transition from one economic system to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tanother, which required completely different values and skills. However, in his \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taccount, Gheorghe negates that there were Rroma who worked successfully in the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnew system and accumulated wealth. There the stereotypes of Rroma kings and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpalaces come from, as they keep popping up in newspapers.<\/p>\n<ul>\n<li>Feffer, John (2014) Toward a Roma Cosmopolitanism.
