He initiated the refurbishment of an apartment building in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBerlin-Neuk\u00f6lln, which accommodates dozens of Rroma families from Fantanele, in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRomania, that is considered a showcase project. With the Julius Berger Award, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhich was conferred for the housing project at the Harzer Strasse, the Aachen \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thousing association wants to improve conditions in Romania itself. Marx \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\temphasizes that by no means all Rroma want to migrate to Western Europe, but \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprimarily a part of the middle class: <em style=\"font-family: Arial;\">\u201cMany \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpeople go. Those who can afford it buy the tomatoes at discount stores rather \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthan to grow them themselves. That irritates. Growing chickens and farming in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe garden is considered a poverty stamp, especially among those who pay attention \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto \u201cWestern values\u200b\u200b\u201d. Who can afford it shares \u201cWestern values\u201d by consumption. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t[&#8230;] If German children\u2019s [social care] money, 215 Euros, arrives in Fantanele \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbecause the child lives there, this corresponds to the average salary of a teacher. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tNo integration and employment program of Romania can compete with such \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttransfers. [&#8230;] Among the Roma, the \u201cmiddle class\u201d goes away, the poor and the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trich stay.\u201d<\/em> Marx stressed that he sees the integration of the Rroma as a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpan-European task. Deporting the minority from one country to another makes \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlittle sense; all European States must participate in the inclusion of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma. This involves a reduction of the wealth gap between the different \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEuropean member states, which makes migration attractive, disregarding the poor \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminority protection in certain countries, which is also an essential cause for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmigration to Western Europe. One must emphasise that already now a large part \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof the Rroma is integrated in the various European states, but are not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tperceived by the public as Rroma.
