She is decidedly against the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\toften used argument that Rroma don\u2019t show any will to integrate on their side: <em style=\"font-family: Arial;\">\u201cOften, segregation is blamed on the Roma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthemselves, whom many accuse of not wanting to integrate due to a \u201cnomadic  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tculture.\u201d However, an insidious form of segregation, happening within the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teducational system, belies this simplistic view.\u201d<\/em> As reported last week by  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCBC News, segregation of Rroma children is particularly strong in Slovakia:  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t65-80 % of children enrolled in special schools for slow learners are Rroma.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe methods of analysis as well as the selection for such tests are extremely  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcontroversial. If the children are allocated to a special school, they will  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnever have the opportunity to attend a University. Another problem, according  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto Fontanella-Khan, is the deficient implementation of court decisions against  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsegregation. A verdict that was asserted by the European Court of Human Rights  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin 1999, changed little about the segregation of Rroma children in the Czech  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRepublic. To end the exclusion of the Rroma from the educational institutions requires  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmore than court decisions: <em style=\"font-family: Arial;\">\u201cThis raises  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe point that deep, structural changes to society cannot happen through the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tjudiciary alone. What is required is the involvement of Roma civil society. The  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblem is, it barely exists<\/em>.<em style=\"font-family: Arial;\">\u201d<\/em> Fontanella-Khan  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsees the reasons for the weak formation of the Rroma civil society in the changes  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat happened in reaction to the EU-accession of Eastern European countries.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMany international donors and activist groups withdrew their funds after EU  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taccession and discontinued their activities, since it was assumed that the EU  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twould support the emerging Rroma NGOs. However, this said to have never  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thappened. As long as the Rroma don\u2019t start to form their own civil rights  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmovement, law professor Jack Greenberg states, there will be no significant  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchange.<\/p>\n<ul>\n<li>Fontanella-Khan, Amana (2014) Roma Children Face Segregation In EU Schools.
