Christian Estros, UMP  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdeputy, complained about the the creeping abrogation of Nicolas Sarkozy  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcampaigns in a Sunday television program and ran a political attack against  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma. He complained in addition, that the expulsion of Rroma illegal camps has  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbecome more difficult since a 2012 by Circular of Manuel Valls. This statement  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmust not obscure the fact that Interior Minister Valls did not really pursue Rroma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfriendly policies. Valls, in public statements, has repeatedly accused the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma of lack of will to integration, and of a cultural incompatibility with  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFrance. Estros urged France\u2019s mayors to enforce a lasting, tough policy on  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tillegal Rroma \u00a0settlements: He  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthreatened Rroma, which he equates with the term of \u201ctravellers\u201d, with a  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trigorous monitoring and enforcement policy: \u201c<em>La premi\u00e8re chose que je fais, c&#8217;est de vous mettre cam\u00e9ras partout, pour  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsurveiller vos faits et gestes dans les quelques heures qui viennent. We will  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnote those who come in, out, at what time, and what you are going to do  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teverywhere, in the city, in the agglomeration.] <\/em>He said he would make Rroma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfinancially accountable for the lack of payment of public services.<\/p>\n<p class=\"MsoNormal\">Estros political attack against the Rroma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tshows once more that state representatives do not really care about the fate of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma. Rather, they use them to construct a counter-concept, an counter idea to  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttheir own values. Thus, the Rroma are stylized to integration averse travellers  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twho intentionally want to live in poverty and social exclusion. How absurd such  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ta demonization of an entire ethnic group is, seem not to be clear to many.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRather, political practices seems to make it apparently de rigueur to identify them  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas enemies of the state and to openly accuse and defame them.<\/p>\n<p class=\"MsoNormal\">Bonneau (2013) reports on the meeting of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe French Prime Minister Jean-Marc Ayrault with Romanian representatives in  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBucharest. The delegates, in a two-day meeting, wanted to discuss the economic  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand social relations between the two countries. It is the first state visit by  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ta French minister since Dominique de Villepin&#8217;s visit in 2007. For Ayrault, the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdossier on the role of Rroma is especially important since it strained the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trelations of the two Latin-speaking countries in recent years. French  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpoliticians in recent times have repeatedly criticized Romania for doing too  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlittle for the Rroma integration. On the other hand, one does acknowledge the efforts  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Romania to try to stop the emigration from Romania. On the French side, there  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tare calls for a paradigm shift in the Romanian policies on Rroma.<\/p>\n<p class=\"MsoNormal\">Le Quotidien (2013) emphasizes that Ayrault  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talso highlighted bilateral efforts and the pan-European responsibility for the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration of Rroma. According to the Romanian census cited, with 600,000  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmembers, Romanian Rroma constitute one of the largest community of this  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEuropean minority. According to NGOs, the number is even much higher and will reaches  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto approximately two million. Romanian Prime Minister assured that Romania will  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttake full responsibility for the integration of the Rroma up, but needs France\u2019s  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsupport.<\/p>\n<p class=\"MsoNormal\">Erlanger (2013) provides a contextualizing,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thistoricising overview of French Rroma policies. He is like many before him who  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thave also found that the Rroma policies of the French state have not really  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchanged since the inauguration of the Hollande government. The socialist  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tInterior Minister Manuel Valls had just done as many evictions if not more  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcause evictions of illegal camps than his predecessor. The repressive policy  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttowards Rroma is particularly fuelled by the imminent opening of the borders  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbetween the new Schengen States Romania and Bulgaria and the rest of Europe. Despite  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\this emphatic approach in his portrayal of the situation of Rroma, Erlanger  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcommits the error to reduces them to the publicly visible: the beggars who live  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin slums. The expulsion of Rroma from France has increased in the past year:  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThus, in 2011, according to statistics 10&#8217;841 Romanian and Bulgarian nationals,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\there they are automatically assumed to be Rroma, were sent back. In 2012, there  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twere then about 12,800. The situation of Rroma in Romania has even worsened  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsince EU accession: The access to public health care is difficult.<\/p>\n<p class=\"MsoNormal\">Genevi\u00e8ve Garrigos (2013) President of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tAmnesty International France, in a public speech, challenges the French Prime  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMinister to finally take an active, strong and inclusive policy towards Rroma. She  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talso points to the rampant and sometimes massive human rights violations  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst Rroma in Romania, facts that gained recognition in view of the recent  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tevictions. Garrigos also criticized the openly racist opinions of Jean-Marie Le  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPen, Marine Le Pen and Christian Estrosi, as well as the findings based on  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tethnical traits from the Social Democratic Interior Minister Manuel Valls.<\/p>\n<p class=\"MsoNormal\">SOS Racisme in France will press charges  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst Christian Estrosi and Jean-Marie Le Pen because of their racist abuse.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tLe Pen calld the presence of Rroma in Nice called <em>\u201curticante et odorante\u201d [itching and odorous] <\/em>and warned of an  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timpending mass exodus of Romanian and Bulgarian Rroma to France. Estrosi in  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tturn has announced a relentless monitoring policy towards Rroma, through which  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\the wants to bring them to reason and make them pay (MY TF1 News, 2013).<\/p>\n<p class=\"MsoNormal\">Sall\u00e9 (2013) sees a clear deficit between  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolitical statements and reality: Since the implementation of a law in 2000, requiring  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tadequate accommodation for Rroma and Travellers, only a fraction of the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprojected accommodation options have been effectively implemented.<\/p>\n<p class=\"MsoNormal\">The French Education Minister George  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPau-Langevin will attend an event of the Paris Summer University, dealing with  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe successful integration of Rroma in France. George Paul- Langevin stressed  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat she wants to especially strengthen the education of Rroma children. \u201c<em>Il  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfaut faire en sorte que ces enfants-l\u00e0 <\/em>(les Roms,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tNDLR) <em>deviennent des enfants de la R\u00e9publique.<\/em>\u201d <em>[We have to make sure that these children  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbecome children of the Republic.] <\/em>This contrasts with efforts of other  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpoliticians, who want to accelerate the expulsion of Rroma communities (Lyon  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMag 2013).<\/p>\n<p class=\"MsoNormal\">Roux (2013) wants to present the political  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolemics some real solutions for the successful integration of Rroma. The  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFrench state already took one such option. These are so-called \u201cintegration  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tvillages\u201d, where needy Rroma receive accommodation and social support. Downside  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto this project: There are surveillance systems, their access criteria are  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tarbitrary and promote ethnic segregation. The statistics on the successful  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration of the residents of such \u201cintegration villages\u201d are sobering: Until  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnow, between 15 and 20% of the residents have found work again.<\/p>\n<p class=\"MsoNormal\">Another approach is to promote the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration into the workplace. Key problem is the long waiting period for  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tobtaining a work permit, which lies between six and ten months. In addition,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRomanian and Bulgarian nationals access to the labour market is made more  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdifficult until the end of 2013 by temporary legislation.
