Both the sanitary conditions, as \t\t\t\t\t\t\t\t\t\t\twell as the aggressive begging, prostitution and unsustainable behaviour of the \t\t\t\t\t\t\t\t\t\t\tinhabitants of the camps had made the eviction necessary according to Martine \t\t\t\t\t\t\t\t\t\t\tAubry. A circular from the government from 12 August 2012 defines the exact \t\t\t\t\t\t\t\t\t\t\tprocedures of such an evacuation. This includes the construction of sanitation \t\t\t\t\t\t\t\t\t\t\tfacilities for displaced people and securing the supply of water and other \t\t\t\t\t\t\t\t\t\t\tnecessities. Mouillard \/ Piquemal criticise the caricature representation of \t\t\t\t\t\t\t\t\t\t\tRroma from the authorities.<\/p>\n

In Villeneuve d’Ascq, after a series of burglaries, on \t\t\t\t\t\t\t\t\t\t\tarrived at a pogrom like situation of the initiated by residents who protested \t\t\t\t\t\t\t\t\t\t\tagainst the presence of Rroma. Ils n\u2019habitent pas Villeneuve d\u2019Ascq. Ils s\u2019y installent sans droit \t\t\t\t\t\t\t\t\t\t\tni titre.\u201c [European citizen from Romania or Bulgaria, they are not refugees \t\t\t\t\t\t\t\t\t\t\tfleeing a war or a dictature but populations who arrive, settle anywhere, build \t\t\t\t\t\t\t\t\t\t\tanything, without any respect to laws and regulations. They do not live in \t\t\t\t\t\t\t\t\t\t\tVilleneuve d\u2019Ascq. They settle there without rights.]<\/em> He calls for better distribution or Rroma in the \t\t\t\t\t\t\t\t\t\t\tdistribution between communes and for a nationally organised Rroma policy.<\/p>\n

The assistant to the mayor of Strasbourg presents a \t\t\t\t\t\t\t\t\t\t\tdifferentiated position. She fought for the establishment of well equipped \t\t\t\t\t\t\t\t\t\t\ttemporary housing options. Around 150 families live in caravans in the camp \t\t\t\t\t\t\t\t\t\t\tbehind Strassburg\u2019s train station. This costs the government around 200,000 \t\t\t\t\t\t\t\t\t\t\teuro per year. The Assistant Minister of Social Affairs of Bordeaux, \t\t\t\t\t\t\t\t\t\t\tAlexandra Siarri, is outraged by the simplifications in the representations of the \t\t\t\t\t\t\t\t\t\t\tsituation: Either say you that France can\u2019t afford to integrate Rroma and they \t\t\t\t\t\t\t\t\t\t\thave to leave, or one sees them as victims to be saved. The situation around \t\t\t\t\t\t\t\t\t\t\tthe evictions of Rroma camps in France remains a politically charged issue that \t\t\t\t\t\t\t\t\t\t\tis abused for electoral purposes and the people of the country are being \t\t\t\t\t\t\t\t\t\t\tsensitised about Rroma. The danger is in a strong negative representation with \t\t\t\t\t\t\t\t\t\t\tdisparaging views towards the Rroma, which is taking place in the French media, \t\t\t\t\t\t\t\t\t\t\trepresenting Rroma almost exclusively in the form of delinquency and poverty.<\/p>\n

Nahoum-Grappa (2013) thematise the various forms of \t\t\t\t\t\t\t\t\t\t\tracism against the Rroma in Europe. While in Greece, extreme-right parties have \t\t\t\t\t\t\t\t\t\t\tgained during the economic crisis and act with physical violence against \t\t\t\t\t\t\t\t\t\t\tforeigners and minorities, in France, the evacuation of illegal has become a \t\t\t\t\t\t\t\t\t\t\tstatus quo. This is especially a view from outside that dominates the media and \t\t\t\t\t\t\t\t\t\t\tpublic image, less than concrete knowledge about the life of Rroma in the \t\t\t\t\t\t\t\t\t\t\tcamps. Nahoum-Grappa takes a clear position against the regulatory practices \t\t\t\t\t\t\t\t\t\t\tthat she feels are inhuman and anachronistic, and are a form of socially \t\t\t\t\t\t\t\t\t\t\tsanctioned state racism. She notes: \u201cBr\u00fbler, \u00e9craser, massacrer tout cela sous les yeux \t\t\t\t\t\t\t\t\t\t\td’une famille que l’on met \u00e0 la rue, et ce \u00e0 chaque fois qu’ils reconstruisent, \t\t\t\t\t\t\t\t\t\t\tc’est une pratique barbare d’avant la d\u00e9mocratie.
