By a decision of the Municipal Council, begging \t\t\t\t\t\t\t\t\t\t\tnear shops, public buildings, and on public transports is now criminalised. \t\t\t\t\t\t\t\t\t\t\tOrganised begging is punished by a fine of up to 1,000 Swiss francs. This \t\t\t\t\t\t\t\t\t\t\tdecision, according to the proponents of the initiative, is directed against \t\t\t\t\t\t\t\t\t\t\torganized begging and not against the poor who beg to make end meet at the end \t\t\t\t\t\t\t\t\t\t\tof the month. The definition of organised begging versus the poverty begging is \t\t\t\t\t\t\t\t\t\t\tcontroversial to say the least. While some see begging as the work of organised \t\t\t\t\t\t\t\t\t\t\tbands, for others this is just the result of poverty, and the criminalization \t\t\t\t\t\t\t\t\t\t\tof begging de facto is the criminalization of poverty.<\/p>\n<p class=\"MsoNormal\">Rroma \t\t\t\t\t\t\t\t\t\t\tContact Point would like to emphasize that the while so-called organised Roma \t\t\t\t\t\t\t\t\t\t\tbeggars exist, to present it as part of the Rroma identity is highly problematic. \t\t\t\t\t\t\t\t\t\t\tThe poverty and the consequent activities such as begging, are not part of Rroma \t\t\t\t\t\t\t\t\t\t\tidentity, but the result of institutionalized stigmatisation and exclusion.<\/p>\n<p class=\"MsoNormal\"><strong>Source: <\/strong><\/p>\n<ul>\n<li>Jaquet, Christiane \t\t\t\t\t\t\t\t\t\t\t(2013) La frousse bourgeoise face \u00e0 la mis\u00e8re rom.
