The Rroma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\torganization La Voix des Rroms  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taccuses him of incitement to \u201cdiscrimination, hatred, and violence\u201d against  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma. The lawsuit relates to statements that Valls made on the March 14th and  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ton September 24th, 2013 in presence of the French press. He accused Rroma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timmigrants in France of wilfully not wanting to integrate and stated that there  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis widespread, intra-ethnic crime amongst them: \u201cThe inhabitants of the camps do not want to integrate into our country,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor cultural reasons or because they are at the mercy of begging or  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprostitution networks. [&#8230;] They have an extremely different lifestyle than we  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdo and are obviously enough on a confrontation course: we all know, the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproximity of these camps causes begging and theft and therefore delinquency.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t[&#8230;] The Rroma have a tendency to return to Romania and Bulgaria.\u201d Fassin  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twonders why the lawsuit against Valls has not received any media attention. He  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texplains this lack of interest on the one hand with a focus on his political  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprofile that is characterized by seriousness and rigor, and on the other hand, with  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe verdict of the French court of December 13th, 2013. This first  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlawsuit against Valls, filed by the French movement against racism (MRAP), was  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trejected with the explanation that Valls\u2019 statements were not a minister\u2019s instructions,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbut personal opinions of the politician: \u201c[the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminister] is in the exercise of his function when he is issuing instructions [\u2026]  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbut not when he interacts with the media to express his opinion. [&#8230;] The  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFrench Republic does not recognize the concept of race. [He] could only be in  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe exercise of his functions, if he recommended a different treatment of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpersons, based on their origin.\u201d Fassin discredits this justification of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe French court as absurd. It means that de facto a minister can never possibly  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tspeak on behalf of the government in matters relating to racism, but only ever on  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\this own. Thus one allows Manual Valls and other policy makers to enjoy the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprivilege of fools, while it is denied to the rest of the population, whereby  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFassin is absolutely right (Fassin 2014).<\/p>\n<ul>\n<li>Fassin, Eric (2014) Valls poursuivi par les Roms.
