On the occasion of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinternational Rroma Day of April the 8th, Dus (2014) discusses the efforts of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe European Union to integrate Rroma. The conclusion in the latest report from \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tAmnesty International is bleak in this regard: the rights of the minority are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tunder- respected, and their advancement is deliberately sabotaged. Romania is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsaid to have applied only a fraction of the total funding to support Rroma. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPolicy makers accuse the Rroma of deliberately not wanting to integrate. Dus \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfurther speaks on the dispute between Eastern and Western European politicians: \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tWestern European politicians accuse their colleagues of shifting repeatedly the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration of this minority to Western Europe, although a pan-European \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcommitment is inevitably necessary. In addition, there is a increasing \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpopularity of right-wing nationalist slogans and worldviews, which are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tparticularly hurtful to minorities such as Rroma.<\/p>\n
A total arrogance is the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsubsequent testimony of the political scientist and historian Pavel Kandel, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thead of the centre for ethno-political and inter-state conflicts at the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEuropean Institute of the Russian Academy of Sciences: \u201cThe reason for the hostile attitude consists mainly in the fact that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthey do not work and for the most part do not want to work. This is \u00a0immanent to the Rroma generally. There \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tare of course examples that testify to the contrary, but they primarily refer to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe sedentary Roma. These are by and large not numerous.\u201d<\/em> Kandel loses all \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcredibility as a scientist with this highly polemical statement. To allege the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma of a general unwillingness to work is highly racist. He therefore totally \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdismisses the actual reasons for the lacking integration of the Rroma: \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texclusion, defamation and persecution of the minority, who have a history of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thundreds of years. However, Kandel\u2019s racism doesn\u2019t end here. He claims that the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma intentionally burden the Western European welfare system, use illegal \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmethods to enrich themselves, migrate in mass movements to the West, and are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tculturally incompatible with the Western European societies: \u201cWith the accession of the countries of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEastern Europe [ … ] to the European Union, they [the Rroma ] were offered \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe opportunity for unimpeded movement to where the standard of living is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thigher and where a complex system of social aid exists. And even if they do not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttake advantage of these opportunities, there are many more possibilities for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tincreasing their standard of living by using their standard methods in the rich \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEuropean countries. From this follows their mass migration into the West. In \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taddition, it results in the harsh reactions of the population and the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tauthorities in the West. It is a collision of two ways of life that have very \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlittle in common. First, the Roma themselves create problems. Secondly, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tunauthorized pogroms in relation to the Roma have to be ascribed to themselves. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe alternatives are to take them in either protection or to chase them out. To \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchase them out is easier.\u201d<\/em> With these supposedly scientific, but in truth completely \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tabsurd generalizations and accusations, Kandel makes himself guilty of demagogy \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst the Rroma. He reproduces almost all the negative stereotypes that exist \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tabout the minority. Hundred thousands of Rroma live in Western Europe and are fully \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegrated, work and coexist with the majority population without problems. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstatement that the \u201cchasing out\u201d of the Rroma is easier than to take them into \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprotection is a request for exclusion, pogroms and violence against the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminority, which is clearly a fascist statement that is punishable. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstatements of the cited historian Nadezhda Demetr are also undifferentiated, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talthough she indicates the necessity of education for the integration of Rroma. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDemetr states: \u201cBut the situation turned \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst them. Because the Roma are illiterate in their mass. 80 percent cannot \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tread or write at all. And they cannot find their way in a new world. [ … ] Special \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprograms for the adaptation of the Roma to normal life are required, of which \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin Europe exist enough by the way. Why these programs do not work, is a special \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tissue.\u201d<\/em> This article is a prime example of experts who misuse their \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tauthority shamelessly, to speak truth about a phenomenon. Instead of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintelligent, sophisticated analyses, they provide polemic, biased knowledge \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat openly discredits and insults the Rroma. They also do damage to the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcredibility of the social and historical sciences, by discrediting any \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tscientific standards of objectivity and critical analysis.<\/p>\n
