20minutes (2013) reports on the relocation of illegal Roma settlement. \t\t\t\t\t\t\t\t\t\t\tThe inhabitants, who, according to the newspaper, managed to settle down successfully \t\t\t\t\t\t\t\t\t\t\tin the new location, criticized the lack of cooperation from the authorities. \t\t\t\t\t\t\t\t\t\t\tThere was a clear discrepancy between the promises of the politicians and the \t\t\t\t\t\t\t\t\t\t\texecuting officials. The cooperative Latcho Rom stated: \u201e[On regrette] \u00a0d\u00e9calage entre le discours du \t\t\t\t\t\t\t\t\t\t\tmaire et l’application par le service qui g\u00e8re les campements. On ne comprend \t\t\t\t\t\t\t\t\t\t\tpas le temps que \u00e7a n\u00e9cessite pour faire quelque chose qu’on a envie de faire\u201c. [We regret the discrepancy between the mayor\u2019 \t\t\t\t\t\t\t\t\t\t\tstatements and the execution by the service responsible for the settlements.\u00a0 We do not understand the time it takes \t\t\t\t\t\t\t\t\t\t\tto achieve something we all want to do.]<\/p>\n

Leclerc (2013) reports on the resettlement of Roma families in \t\t\t\t\t\t\t\t\t\t\tRis-Orangis, a suburb of Paris. The prefect responsible must appear in court as \t\t\t\t\t\t\t\t\t\t\twhen clearing this Rroma settlement, he went against EU law. Accordingly the \t\t\t\t\t\t\t\t\t\t\tlaw, the Prefect should have provided alternative lodgings for the victims and an \t\t\t\t\t\t\t\t\t\t\toverall socially acceptable solution, but that did not happen. If the ruling goes \t\t\t\t\t\t\t\t\t\t\tagainst the mayor, the state will be forced to pay the affected people 75 Euro \t\t\t\t\t\t\t\t\t\t\tper day and person. At the same time, the mayor of Mont d’Hautmont, Jo\u00ebl \t\t\t\t\t\t\t\t\t\t\tWilmotte protested vehemently against the plan to build a Roma settlement in \t\t\t\t\t\t\t\t\t\t\this district.<\/p>\n

In the Rhone-Alpes region, the local Ombudsman Jean-Fran\u00e7ois Carenco was \t\t\t\t\t\t\t\t\t\t\tcondemned by a judgment of the Court of Lyon, on April 4th, to find \t\t\t\t\t\t\t\t\t\t\ta re-accommodation for evicted Rroma. He had previously preferred to pay 75 \t\t\t\t\t\t\t\t\t\t\teuro per day as compensation instead of finding them a proper accommodation. In \t\t\t\t\t\t\t\t\t\t\tthe first three months of 2013, about four thousand Rroma in France were forced \t\t\t\t\t\t\t\t\t\t\tto leave their homes due to foreclosures and about a thousand because of \t\t\t\t\t\t\t\t\t\t\taggression against their houses or because of fires (Le Monde, 2013).<\/p>\n

Midi Libre (2013) give the conservative Marie Le Pen a voice: The losing \t\t\t\t\t\t\t\t\t\t\tpresidential candidate criticized the French government for his Rroma policy. The \t\t\t\t\t\t\t\t\t\t\tstate is being blackmailed by Rroma who are deliberately setting their settlements \t\t\t\t\t\t\t\t\t\t\ton fire to get new houses and lodging from the state for free. This \t\t\t\t\t\t\t\t\t\t\trepresentation of Ms. Le Pen can only be described as absurd and racist. The \t\t\t\t\t\t\t\t\t\t\tRroma have no interest to discriminate against themselves and chases themselves \t\t\t\t\t\t\t\t\t\t\taway.<\/p>\n

France 3 (2013) reports on the forced resettlement of Rroma in Fontaine. \t\t\t\t\t\t\t\t\t\t\tThe affected families had previously wintered in mobile homes provided for free \t\t\t\t\t\t\t\t\t\t\tthat are now dismantled. The families were not informed of the impending \t\t\t\t\t\t\t\t\t\t\tremoval of the containers and now have problems to organize new accommodations on \t\t\t\t\t\t\t\t\t\t\tthe fly. Three of them were sent to hospital in Grenoble, where they are \t\t\t\t\t\t\t\t\t\t\tseeking asylum, more in the direction of l’Isle d’Abeau. Most of them do not \t\t\t\t\t\t\t\t\t\t\twant to leave the temporary living quarters.<\/p>\n

Vincent (2013) reported on the controversial and contradictory attitude \t\t\t\t\t\t\t\t\t\t\tof the French state towards the Rroma communities in France. The Prime Minister \t\t\t\t\t\t\t\t\t\t\tJean-Marc Ayrault has written a position paper that requires the reduction of \t\t\t\t\t\t\t\t\t\t\tforced evictions of Rroma settlements, \u00a0a paper signed by seven other ministers. With the end of the winter \t\t\t\t\t\t\t\t\t\t\tgrace period at the end of March, the problem of the settlements will now again \t\t\t\t\t\t\t\t\t\t\tbe a key topic. The debate in the position paper focuses on the question of the \t\t\t\t\t\t\t\t\t\t\tintegration of Rroma. A decree requires the prefects wanting to evict Rroma \t\t\t\t\t\t\t\t\t\t\tsettlement to send qualified personnel to evaluate the integration \u201cpotential\u201d of \t\t\t\t\t\t\t\t\t\t\tthe local Rroma. This should avoid violent evictions without successful relocation \t\t\t\t\t\t\t\t\t\t\tor at least reduce them to a minimum. The application of the new procedure varied \t\t\t\t\t\t\t\t\t\t\tquite a lot. Sometimes the evaluation had been made, sometimes not, and \t\t\t\t\t\t\t\t\t\t\tsometimes right before the evictions. The diagnosis should allow to better \t\t\t\t\t\t\t\t\t\t\tintegrate individual Rroma in the workforce and in public institutions. Liberal \t\t\t\t\t\t\t\t\t\t\tfind the focus on Rroma exaggerated and one-sided. Others ask for more patience \t\t\t\t\t\t\t\t\t\t\tand money regarding the successful integration of Rroma, which could take many \t\t\t\t\t\t\t\t\t\t\tyears to complete and thus state that for that very reason, such settlements \t\t\t\t\t\t\t\t\t\t\tshould be tolerated. A third group considers it imperative to evict the Rroma \t\t\t\t\t\t\t\t\t\t\tand clear the settlements in order to force Rroma to a faster respect of \t\t\t\t\t\t\t\t\t\t\tmunicipal laws.<\/p>\n

Besse (2013) reported of a trial in a school in Madeleine to introduce a \t\t\t\t\t\t\t\t\t\t\tclass for non-scholarised Rroma children. The plan was met neither by a \t\t\t\t\t\t\t\t\t\t\tcategorical rejection nor by open enthusiasm on the parents\u2019 side. However, two \t\t\t\t\t\t\t\t\t\t\tleading local politicians disagree. The school administration is decidedly for \t\t\t\t\t\t\t\t\t\t\tthe introduction of a class and thus hopes to contribute to a better \t\t\t\t\t\t\t\t\t\t\tintegration of this ethnic group. The school administration declared:<\/p>\n
