Duplan (2014) reports on \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe eviction of 75 to 150 Rroma who had lived in Meaux, in the \u00cele-de-France, on \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tan abandoned industrial wasteland. The new owner of the site, who purchased the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproperty recently, requested the eviction of the property by the mayor. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlawyer of the displaced persons labelled the action as being illegal: \u201cThis arrangement is miserable and illegal, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trants Julie Launois-Flaceli\u00e8re, the lawyer of the expellee. The president of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe tribunal of Meaux declared herself competent of the matter, although she \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdidn\u2019t had to do it. Usually, it is the district court that must become active, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbecause this concerns the evacuation of a building.\u201d In the ordinance that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tforces the Roma to leave their refuge, only five residents of the occupied \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thouse are mentioned. The security forces, however, evacuated all of them: 145 \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpeople \u201cwho were not able to defend themselves before the hearing\u201d, said Madame \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tLaunois-Flaceliere.\u201d<\/em> Since barely a week had passed between the act of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbailiff and the supposed hearing, the lawyer has filed an appeal before the court. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tOn the part of the prefecture, one points out that the safety rules had not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbeen adhered to on the site, there were in fact real dangers to residents. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\targument to have acted for the good and the security of the displaced persons \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis found in many forced evictions in France. It cannot hide the fact that the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twelfare of the Rroma was not the priority of the major\u2019s office. Otherwise, one \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twould have indeed corrected these issues. In the French press, one only reads \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Rroma living illegal settlements or occupied houses. That these visible \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma constitute only a minority of all Rroma in France \u2013 according to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\testimates of the Rroma Foundation between 100,000 and 500,000, who predominantly \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlive integrated, is completely negated by the journalists. In addition, the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcontinuous evictions of immigrant Rroma complicate the integration considerably.<\/p>\n
