In his text, Ulmi refers to the study of the Lausanne sociology \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprofessor Jean-Pierre Tabin, who discussed the mechanisms of begging for the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcanton of Lausanne. Tabin qualifies nearly all conventional notions about \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\torganized begging: the income from begging is very modest and only secures the beggars \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmost basic needs. High profits are a media illusion. Most beggars do not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\toperate for organized, criminal networks, but for themselves. With his study, Tabin \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\targues for begging to be considered as poverty mendicancy and not as an \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tenrichment strategy. Tabin explains that the idea of organized begging is a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmisunderstanding of mendicancy. This incomprehension is then replaced by the apparently \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tobvious answer of criminal networks: <em style=\"font-family: Arial;\">\u201cEverything \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twe think we know about begging, in our cities in general and about the begging \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma in particular, is wrong. False is the idea of the organized networks that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttake advantage of the beggars. False are our ideas about the gains coming out \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof begging.
