The reasons for the difficulties \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tare the integration efforts of the Romanian government towards the Rroma in Romania. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe Swedish government accuses Romania to inadequately ask for and utilise the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocial funds provided by the EU: <em style=\"font-family: Arial;\">\u201cThe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tallegations of Swedish politicians against the government of Victor Ponta \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trelate to the use of resources from the European Union funds. It is in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tparticular the inadequate use of these resources, which provoked the discontent \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof the Swedish politicians. According to the European commission, the European \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocial fund has provided 3.68 billion Euros for the social integration of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRoma in Romania during 2007-2013. Only 27% of the funds were used.\u201d <\/em>The Swedish \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration minister Erik Ullenhag particularly criticizes the non use of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEuropean social fund. This criticism takes place in the context of the ongoing debate \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tabout the free movement of persons in the EU.
