In Saint-Denis, a verdict \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twas reached concerning the dispute around the right to vote of a local Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgroup. The socialist candidate Mathieu Hanotin had filed a complaint at the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlocal district court, wanting to clarify the legitimacy of the voting rights of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Rroma in question, which where accused of not possessing a residency permit. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe acting communist mayor of Saint-Denis, Didier Paillard, successfully rejected \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe allegations of Hanotins that the registration of the Rroma was a case of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\telectoral manipulation. The legitimacy of the electoral rights of the Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgroup has now been confirmed by the local district court, which rejected Hanotin\u2019s \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcomplaint as inadmissible. The complaint should have been filed within a period \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof ten days after the publication of the list of voters: \u201cThey [the Rroma ] were very moved by the polemic. This judgment is very \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timportant because it means that they can vote. It is a pride for them and us, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe unions, Agn\u00e8s Cluzel from the local collective in support of the Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tannounced.\u201d<\/em> It is said to be a pity that the court didn\u2019t judge over the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tactual point of question, the residency permit. Saint-Denis is the last city \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twith over 100,000 inhabitants, which has a communist mayor (Lib\u00e9ration 2014, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRTL 2014 Thr\u00e9ard 2014).<\/p>\n

Villa (2014) points out \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin his article that Manuel Valls\u2019 circular from July 25th 2013 is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tunconstitutional. In it, Valls encourages to exclude European nationals without \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpermanent residence of the French mayoral elections. The French league for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thuman rights (LDH) therefore calls for the invalidation of the circular: \u201cAll citizens have the right to participate \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin the democratic life of the Union. For that purpose, the exercise of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tright to vote in the mayoral elections and the European elections is recognised \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor all citizens of the European Union, no matter in which member state they \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\treside and with the same rights as citizens of that state.\u201d<\/em><\/p>\n

Gilman (2014) discusses \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin his article the efforts of the collective for solidarity with the Rroma of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRoubaix. The collective has put together a list of questions for the candidates \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas mayor of Roubaix, based on the declaration of human rights and the rights of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchildren declaration. Thus, the candidates are expected to express their views on \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe situation of the Rroma in Roubaix. In response to the submission of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tquestions two weeks ago, so far only two of the ten candidates have replied: \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tJean-Pierre Legrand and Philippe Delannoy. \u2013 This is astonishing in so far, as \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Rroma have been a central topic of the mayoral campaigns so far, being instrumentalized \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas a reference in opposition to bourgeois values.<\/p>\n
