RTL (2014) and Le Figaro \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(2014) report on further evictions of informal Rroma settlements in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tSaint-Etienne. The authorities of Saint-Etienne evicted two camps with a total \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof 115 people, including 67 children. The sites of the settlements belonged to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe city of Saint-Etienne and to a Turkish club. The displaced persons were \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinformed that they should contact the SAMU. This means that the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinter-ministerial circular from August the 26th, 2012, which requires \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ta social diagnosis before the evictions, was not applied. However, the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tresidents of the settlements had \u00a0already \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbeen asked to leave the premises on November 7th, 2013, through a court order. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPregnant women and families with infants were offered temporary accommodation.<\/p>\n
In Nanterre, the eviction \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfrom an informal settlement is imminent. The special case of the camp of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tNanterre is that already in the 1980s, among nearly identical circumstances, a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettlement was evicted. After it became known that the current settlement is to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbe cleared, four of the residents turned to the European Court of Human Rights. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThis one criticized the French policy and called the persons in charge to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsuspend the eviction and to inform the persons concerned on the proposed \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsolutions in a timely fashion. The settlement residents in turn organised a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpress conference to inform the public about their concerns and to present their \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstories. In the case of an eviction, they demand appropriate alternative \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taccommodations. In addition, 23 children of the settlement are enrolled in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tschool. One wants to make sure that the children can continue to attend school, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhich would not be guaranteed in the event of an evacuation. Both the French \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcommunist party and the anti-racism organization MRAP fight against an eviction \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(Urbach 2014). Once again it should be stressed that the evictions complicate a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlong-term integration of migrants and don\u2019t promote it. Through the evictions, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe problems are simply moved from one place to the next, but not solved. In \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taddition, the media focus on informal settlements, the impression is conveyed that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthere are only Rroma who belong to the lower class and are poorly educated. However, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taccording to estimates of the Rroma Foundation, 100,000 to 500,000 Rroma are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tliving integrated and unobtrusively in French society (Rroma Foundation 2014). They \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tare totally ignored by the public perception.<\/p>\n
