Delage \/ \t\t\t\t\t\t\t\t\t\t\tTepeneag (2013) report on a residential project in the Romanian Tinca, a \t\t\t\t\t\t\t\t\t\t\tproject supported by the municipality of Lyon with 300,000 euro. The aim of \t\t\t\t\t\t\t\t\t\t\tsubsidised housing for local Rroma is to help them integrate into the labour \t\t\t\t\t\t\t\t\t\t\tmarket. Lyon follows the whishes of the French government to prevent the Rroma \t\t\t\t\t\t\t\t\t\t\tmigration to France. However, accommodation does not solve the problem of high \t\t\t\t\t\t\t\t\t\t\tunemployment among Romanian Rroma, hence their lack of social integration which \t\t\t\t\t\t\t\t\t\t\tcan only be successful be bridged with a commitment from both sides. Delpla \t\t\t\t\t\t\t\t\t\t\t(2013) takes a critical look at the French Rroma policies. He criticises the \t\t\t\t\t\t\t\t\t\t\tdominant practice to return Rroma to their reported country of origin. On the \t\t\t\t\t\t\t\t\t\t\tone hand one ignores the massive discrimination in countries like Hungary or \t\t\t\t\t\t\t\t\t\t\tRomania – now also France \u2013 and on the other hand, the fact that they are a \t\t\t\t\t\t\t\t\t\t\tEuropean transnational minority and therefore, have no particular homeland. \t\t\t\t\t\t\t\t\t\t\tWhat must be sought is a pan-European integration of Rroma and no back and \t\t\t\t\t\t\t\t\t\t\tforth between different \u00a0a minority \t\t\t\t\t\t\t\t\t\t\tstatus in nation-states: \u201cLa solution du gouvernement fran\u00e7ais est de renvoyer \t\t\t\t\t\t\t\t\t\t\tles Roms non nationaux dans leur pays d’origine, en expliquant que c’est \u00e0 ces \t\t\t\t\t\t\t\t\t\t\tpays d’origine de s’en occuper – avec des fonds europ\u00e9ens. C’est une mauvaise \t\t\t\t\t\t\t\t\t\t\tid\u00e9e, car, dans ces pays d’origine, les Roms sont victimes de racisme manifeste \t\t\t\t\t\t\t\t\t\t\t[…] Il faut traiter ce probl\u00e8me au niveau europ\u00e9en, \u00e0 la fois parce que les \t\t\t\t\t\t\t\t\t\t\tRoms sont le peuple le plus transeurop\u00e9en et parce que les solutions nationales \t\t\t\t\t\t\t\t\t\t\tne marchent pas.\u201d[The solution of the French \t\t\t\t\t\t\t\t\t\t\tgovernment to send non-French Rroma in their countries of origin, explaining \t\t\t\t\t\t\t\t\t\t\tthat this is for their country to deal with – with European funds. This would strengthen the \t\t\t\t\t\t\t\t\t\t\tEU\u2019s role in the enforcement of their rights massively according to Delpla.<\/p>\n

Bouclay \t\t\t\t\t\t\t\t\t\t\t(2013) in his article for Valeurs Actuelles pokes fun at the efforts of the \t\t\t\t\t\t\t\t\t\t\tcommunity Romeurope. The collective in his brochure simply blends out the prejudice \t\t\t\t\t\t\t\t\t\t\tagainst the Rroma on issues such as begging, theft and prostitution. According \t\t\t\t\t\t\t\t\t\t\tto Bouclay, the Rroma are receiving proportionally too much support: \u201c<\/em>En r\u00e9alit\u00e9, loin d\u2019\u00eatre une communaut\u00e9 soumise \t\t\t\t\t\t\t\t\t\t\t\u00e0 la vindicte de Fran\u00e7ais \t\t\t\t\t\t\t\t\t\t\tx\u00e9nophobes, les Roms sont soutenus par de puissants lobbys. Le collectif \t\t\t\t\t\t\t\t\t\t\tRomeurope compte une quarantaine d\u2019associations financ\u00e9es par l\u2019argent public. \t\t\t\t\t\t\t\t\t\t\tSans viser \u00e0 l\u2019exhaustivit\u00e9, un rapide floril\u00e8ge de leurs subventions suffit \u00e0 \t\t\t\t\t\t\t\t\t\t\tdonner le vertige.<\/em>\u201d [In fact, far from being a \t\t\t\t\t\t\t\t\t\t\tcommunity subject to the condemnation of French xenophobia, Roma are backed by \t\t\t\t\t\t\t\t\t\t\tpowerful lobbies.
