Analysts as well \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas people affected share the opinion that the situation of Rroma in Europe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thasn\u2019t changed. The controversial assessment that there is a European \u201cRroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblem\u201d is also shared by the European justice commissioner Viviane Reding. However, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tit must be made clear that right-wing politicians connect the concept of a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u201cRroma problem\u201d with an alleged lack of desire to integrate, while others use \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tit to describe the striking marginalization of the minority. The latter view is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tshared by the authors of the article: <em style=\"font-family: Arial;\">\u201cThe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbiggest struggle for the Roma has been overcoming stereotypes that depict them \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas travelling petty criminals unwilling to integrate into mainstream society. [ \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t&#8230; ] Images of Roma beggars across Europe have fortified past prejudices, even \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthough a study by the UNDP of Roma migrants in Belgium showed that the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\toverwhelming majority had emigrated to work rather than claim benefits or abuse \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe welfare system.\u201d <\/em>A brief recap of the history of suffering that Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tendured since their arrival in Europe follows. The current situation of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma in the European Union does not look rosy either. In most Western European \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcountries, they are confronted with a rigorous policy of expulsion. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFontanella-Khan\/Eddy criticise the EU and the national governments for having \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfailed in effectively fighting racism and prejudice against the Rroma. An \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tadditional problem is declining public funds for the education of the younger \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgeneration. The Roma Education Fund regrets this in particular. Reasons for the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlack of effectiveness of the integration programs are passed from various \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdepartments to others. Moreover, the EU shows little efforts in the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timplementation of minority rights through the governments of its member states. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tOne of the problems lies in the lacking analysis of the effectiveness of the overall \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprograms. Although the EU tracks where the money is spent, it doesn\u2019t analyze \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe effectiveness of the programs it funds. Local politicians who are entrusted \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twith the implementation of integration programs, often have a bad attitude \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttowards the Rroma and intentionally corrupt the integration efforts.<\/p>\n<ul>\n<li>Fontanella-Khan, James\/Eddy, Kester (2014) Roma: moving target.
