Alexander\/Bewarder \t\t\t\t\t\t\t\t\t\t\t(2014) spoke with the CDU-politician Gerda Hasselfeldt on the issue of the social \t\t\t\t\t\t\t\t\t\t\tintegration of Rroma. Hasselfeldt visited Romania for a three-day state visit \t\t\t\t\t\t\t\t\t\t\tand spoke with local political leaders on the issues of migration, Rroma and \t\t\t\t\t\t\t\t\t\t\tpoverty. Hasselfeldt minted the much-cited and controversial phrase \u201cHe who is \t\t\t\t\t\t\t\t\t\t\tcheating flies\u201d. However, she speaks decidedly for the free movement of people, \t\t\t\t\t\t\t\t\t\t\twhich for her is not open to discussion. This is not without problems as \t\t\t\t\t\t\t\t\t\t\tHasselfeldt explicitly identifies the subject as a Rroma-problem. As Mappes-Niediek \t\t\t\t\t\t\t\t\t\t\thas stressed on several occasions, the ethnicization of a poverty problem hinders \t\t\t\t\t\t\t\t\t\t\tthe social integration of Rroma. This does not mean that Rroma are not affected \t\t\t\t\t\t\t\t\t\t\tby ethnic discrimination, but the term \u201cRroma-problem\u201d inevitably implies a \t\t\t\t\t\t\t\t\t\t\tcultural component. Not surprisingly, Hasselfeldt also invokes cultural \t\t\t\t\t\t\t\t\t\t\texplanations: \u201cThe problems are very complex. \t\t\t\t\t\t\t\t\t\t\tWe must, for example, deal with, why the Roma in Romania are so hard to \t\t\t\t\t\t\t\t\t\t\tintegrate. One reason is probably some completely different values, which were \t\t\t\t\t\t\t\t\t\t\tdescribed to us several times in conversations. For example, many girls from \t\t\t\t\t\t\t\t\t\t\tRoma families are already married at the age of twelve. This is unimaginable \t\t\t\t\t\t\t\t\t\t\tfor us and frightens me.\u201d<\/em> The insistence on different values is based on \t\t\t\t\t\t\t\t\t\t\tstereotypes that are not true for many Rroma. Arguing with them is counter-productive \t\t\t\t\t\t\t\t\t\t\tand impedes the integration of the minority.
