A group of foreign travellers  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u2013 most of them are Rroma, the author claims \u2013 have repeatedly and illegally occupied  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprivate grounds and properties. Andr\u00e9 Glauser, head of the city department of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsecurity, speaks of 20 to 30 groups of foreign travellers that stop in Biel  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tevery year. Although has Glauser points out that not all groups create  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblems, the statement of a \u201cproblem case with foreign travellers\u201d remains: <em style=\"font-family: Arial;\">\u201cFor nearly two weeks now, the travellers  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thave been playing a cat-and-mouse game with the city and private landowners.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMeanwhile, they have already illegally occupied the sixth terrain. Again and  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagain, they were asked to leave the grounds. But instead of leaving Biel, they just  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\toccupied a different site \u2013 parking spaces, premises, construction sites or  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\troad edges. At one site, according to Glauser, they even stopped passing  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tvehicles for begging, which led to complaints. However, the city security chief  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdoes not want to generalise. There are groups that don\u2019t create any problems,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\the states. Others, however, made the telephone lines of the police run hot.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tResidents and traders complained about waste, faeces or about the behaviour of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe travellers. The former Bieler councilman and present FDP-great councillor  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tHubert Klopfenstein also speaks of an \u201cunfortunately detectable increase in  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpetty crime.\u201d\u201d<\/em> The focus of the press and informants presented here is on extreme  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblem cases. They are not representative of all Rroma. Rather, it is a  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminority of the minority that stands out negatively. The arguments between Yeniche  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand Rroma due to permanent and transit sites, which are also implied in this  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tarticle, are a Swiss nationwide problem, due to the fact that by far, \u00a0there are not enough sites for all travellers.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDue to the presence of foreign travellers this problem is exacerbated and the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcompetition discharges in the over-emphasis of ethnic and national differences.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMost Rroma are sedentary anyway and not travellers. The cited FDP-great  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcouncillor Hubert Klopfenstein is therefore to agree with when he demands that  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe federal government must take care of the lack of transit sites. But also  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe journalists and politicians are challenged: they shouldn\u2019t hastily assimilate  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblem cases of minorities\u2019 members to a matter of ethnicity.<\/p>\n<ul>\n<li>Wissmann, Reto (2014) Problem mit ausl\u00e4ndischen Fahrenden  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tungel\u00f6st.
