De Germon (2014) reports \t\t\t\t\t\t\t\t\t\t\ton a recent statement of Jacques Toubon, the state responsible for the defence \t\t\t\t\t\t\t\t\t\t\tof rights. Toubon criticised in his statement the lack of commitment by \t\t\t\t\t\t\t\t\t\t\tnumerous French mayors in ensuring the school enrolment of all children, \t\t\t\t\t\t\t\t\t\t\tespecially the displaced Rroma children. Integration begins first of all with education, \t\t\t\t\t\t\t\t\t\t\the stated. To deprive the children of it, would be a step in the wrong \t\t\t\t\t\t\t\t\t\t\tdirection. The occasion for Toubon\u2019s critique is the fate of the children from \t\t\t\t\t\t\t\t\t\t\tthe former Rroma camp in Bobigny, which was evicted in late October. Almost all \t\t\t\t\t\t\t\t\t\t\tRroma children had been enrolled before the eviction, but now only a small part \t\t\t\t\t\t\t\t\t\t\tgoes to school: \u201cThe prefecture provided \t\t\t\t\t\t\t\t\t\t\tenormous resources, in order that this operation would become a \u201cmodel\u201d of its \t\t\t\t\t\t\t\t\t\t\tkind.<\/em> But at the end of the holidays, \t\t\t\t\t\t\t\t\t\t\tthe families, the organisations and the prefecture, at least agreed about one \t\t\t\t\t\t\t\t\t\t\tthing: that the result is very bad.<\/em> Jacques \t\t\t\t\t\t\t\t\t\t\tToubon, defender of rights, has commented on this expulsion on France Info at \t\t\t\t\t\t\t\t\t\t\tTuesday<\/em>. \u201cOne must remember that the \t\t\t\t\t\t\t\t\t\t\tinstitution of legal defence is at the origin of what 2012 was decided by the \t\t\t\t\t\t\t\t\t\t\tMinister of the Interior: that is, a circular on the circumstances in which one \t\t\t\t\t\t\t\t\t\t\tmust evacuate the camps, and the circumstances in which, according to the \t\t\t\t\t\t\t\t\t\t\tsocial plan, one must accommodate and treat the evacuees.\u201d Although several \t\t\t\t\t\t\t\t\t\t\tthings were done in accordance with the circular in Bobigny, Jacques Toubon \t\t\t\t\t\t\t\t\t\t\tnotes nonetheless that there is a point that still does not satisfy. That is \t\t\t\t\t\t\t\t\t\t\tthe implementation of compulsory education. It is a subject about which the \t\t\t\t\t\t\t\t\t\t\tdefender of rights was always firm.\u201d<\/em> The \t\t\t\t\t\t\t\t\t\t\tcamp was very old and the majority of the children were enrolled in school. \t\t\t\t\t\t\t\t\t\t\tSince the evacuation, they are all without schooling. A situation that is \t\t\t\t\t\t\t\t\t\t\tunacceptable.\u201d <\/em>The uncompromising evictions are an expression of a failed \t\t\t\t\t\t\t\t\t\t\tsocial policy by the French state, which does not rely on integration and \t\t\t\t\t\t\t\t\t\t\tsupport, but on exclusion and expulsion. In addition, by the media focus on \t\t\t\t\t\t\t\t\t\t\tinformal settlements the impression is created that there are only Rroma \t\t\t\t\t\t\t\t\t\t\tbelonging to the lower class, who are poorly educated. However, according to \t\t\t\t\t\t\t\t\t\t\tassessments of the Rroma Foundation, 100,000 to 500,000 Rroma live integrated \t\t\t\t\t\t\t\t\t\t\tand unobtrusively in French society. They belong to all social strata and are \t\t\t\t\t\t\t\t\t\t\tcompletely ignored by the French public. The Rroma who recently immigrated to \t\t\t\t\t\t\t\t\t\t\tFrance from Eastern Europe, and live in informal settlements \u2013 about 15,000 to \t\t\t\t\t\t\t\t\t\t\t20,000 people \u2013 only account for a minority of the minority of all Rroma in \t\t\t\t\t\t\t\t\t\t\tFrance.<\/p>\n
