In the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsuburbs, foreigners, religious and ethnic minorities like Rroma are increasingly \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\treviled as scapegoats for social ills. Right-wing extremists but also \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tright-wing nationalist politicians agitate against the minorities: <em style=\"font-family: Arial;\">\u201cUntil now, most suburbs were godforsaken \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tplaces.<\/em> <em style=\"font-family: Arial;\">This has changed since \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tresidents of Tor Sapienza demonstrated for one week in front of a shelter for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminor refugees and asylum seekers, with the support of right-wing extremists. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThey threw stones and firecrackers, put dumpsters on fire and shouted \u201cthe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBlacks have to go.\u201d Now, they are in the focus of media attention. In Italy, one \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdebates about the war of the poor against the poor, caused by decades of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolitical neglect and the economic crisis.<\/em> <em style=\"font-family: Arial;\">[&#8230;] A member of parliament of the protest movement Five Stars, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tincluding an entourage and several camera crews, have gathered this evening in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe courtyard. [&#8230;] But the people who take their dogs for a walk at this \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttime, either avoid her or get angry. [&#8230;]<\/em> <em style=\"font-family: Arial;\">\u201cHere, with us, one just dumps everything &#8211; Blacks, Roma, criminals.\u201d \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t[&#8230;] Another woman laments:<\/em> <em style=\"font-family: Arial;\">\u201cJust a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfew hundred meters away, the Gypsies burn cable, refrigerators, and waste. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsmoke goes right into our homes.\u201d\u201d <\/em>The scapegoat policy of the right-wing \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnationalists and their sympathisers ignores the real reasons for the growing \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocial misery in the suburbs of Rome: A failed economic and social policy that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdid not succeed in including an increasingly impoverished underclass into the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teconomy: <em style=\"font-family: Arial;\">\u201cIt is a mix of poverty, anger \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand xenophobia, which ignites more frequently, not only in Rome. But it is not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdirected against those who bear the blame for the decline of the periphery, but \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst those even weaker.\u201d<\/em> The affected minorities are increasingly dominated \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tby fear. They do not dare to go onto the street by themselves. \u2013 Rroma belong \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto all social strata and professional groups, also in Italy.
