The government justifies the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teviction of the Rroma neighbourhood with the supposedly high crime-rates in the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettlement and with the removal of an unwanted slum: <em style=\"font-family: Arial;\">\u201cIn fact, the deputy mayor was downright fickle. He showed us  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tschematics and crime data, and explained this wasn\u2019t about ethnicity but about  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdemolishing an impoverished slum. It\u2019s about providing a better future, he  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsaid, for a city that\u2019s had a turbulent 25-year transition. He seemed offended  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tat the suggestion that demolishing the neighborhood was about getting rid of the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcity\u2019s Roma.\u201d <\/em>This contrasts with the experience of the local Rroma, who  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tindeed feel systematically excluded and disadvantaged. Although the government  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpays them a small financial contribution if they move away freely, the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfinancial grant is attached to the condition that they resettle in the suburbs  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Miskolc, and not in the city itself. This is a clearly exclusionary, racist demand.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIt must also be emphasised at this point that Fee\u2019s report only addresses  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talready visible Rroma, who are excluded. The ones who are integrated, which  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmake up a considerable part of the Rroma in Hungary, are not thematised. Fee  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talso points out the disturbing political situation in Hungary, which is  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcharacterised by a slow undermining of the separation of powers by the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tincumbent government. Especially the right-wing nationalist Jobbik party creates  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand spreads a negative public image of Rroma, which makes them responsible for  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thigh crime rates and social injustices. This pejorative public image  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcontributes to the increased marginalisation of the minority which, in the case  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Miskolc results in Rroma being asked to settle down in the suburbs. This at  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tleast is the desire the political leaders.
