The reason \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis the continued segregation of Rroma children in public schools. This happens in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tspite a landmark ruling of the European Court of Human Rights in 2007 that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcondemned the segregation of Rroma children as being illegal and racist. Czech Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchildren constitute 35% at so-called \u201cpractical schools\u201d for pupils with learning \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdifficulties, although Rroma represent only 2.8% of the Czech population. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDoubtful psychological assessments and test lead to this high rate. Because \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlittle has changed since the court ruling of 2007, the European Commission has \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnow started a procedure for breach of contract. In a first phase, the Czech \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgovernment is once again given the opportunity to abolish segregation. If this does \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot happen, the lawsuit is initiated and delegated to European courts: <em>\u201cThe Commission has initiated what it calls \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u201cinfringement proceedings\u201d against the country for failing to improve the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsituation, seven years after a landmark European Court of Human Rights ruling. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t[\u2026] Julek Mika was one of 18 Roma plaintiffs in a landmark case &#8211; DH and Others \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tv Czech Republic &#8211; that was brought before the European Court of Human Rights \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tby a group of NGOs. In 2007, the court ruled the Czech Republic was in breach \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof EU anti-discrimination law and ordered the country to make amends. It was a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tground-breaking verdict. But little has changed. [\u2026] Children in special \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tclasses follow a less demanding curriculum and, like Julek, have virtually no \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprospect of going on to secondary school or university. The best they can \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taspire to is an unskilled job or a life on benefits. \u201cThis is a serious wake-up \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcall for the Czech government\u201d, says Marek Szilvasi, research and advocacy \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tofficer for the Budapest-based European Roma Rights Centre (ERRC). \u201cThis is the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfirst time the European Commission has decided to start infringement \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproceedings against a country for failing to implement the Race Equality \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDirective\u201d, Mr Szilvasi told the BBC.\u201d <\/em><\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">The Ministry of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEducation announced that the new government, in office since January, has prepared \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tseveral measures to ensure equality in public schools. This shall be \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timplemented in January 2015. However, whether the Czech government will fully \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tabolish segregation, remains open. According to assessments of the Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFoundation, there are an\u00a0 estimated \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t300,000 to 400,000 Rroma in the Czech Republic. <\/p>\n<ul>\n<li>Cameron, Rob (2014) \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRoma complain of Czech school segregation.
