The administration \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Duisburg is said to have deliberately deleted many Rroma from the local \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tregistry, particularly the ones residing in the disputed tenement \u201cIn den \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPeschen\u201d. However, the persons concerned are still resident there. This \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprocedure is said to consciously push the concerned Rroma outside the law and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tenable their arrest and deportation. This viewpoint is contradicted by the city \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Duisburg, which denies any criminalization of immigrated people: <em style=\"font-family: Arial;\">\u201cRolf Karling from the association \u201ccitizens \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor citizens\u201d says that the city takes the Roma all their rights by \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tunsubscribing them from the registry: \u201cyou can arrest and deport the people now \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tat any time.\u201d This view was contradicted by the city of Duisburg [&#8230;]: \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBulgarians and Romanians can stay legally and without a special permit in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tGermany. Just because they are not reported in Germany, they can not be \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tarrested or deported.\u201d <\/em>Eduard Pusic, from integration organization \u201cZof\u201d, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tclaims that the Rroma were deregistered under pressure from the owner of the tenement. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tOverall, one could see anyhow an exodus into the districts Meiderich and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tHomberg. The Rroma of the tenement \u201cIn den Peschen\u201d were repeatedly in the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfocus of a heated debate about immigration from Eastern Europe during last year. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPolemicists instrumentalised this house and its inhabitants as a negative \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texample of a \u201cculture war\u201d between Germans and Southeast-European immigrants. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe integrated, unobtrusive Rroma, which make up the majority, were again once more \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot heard. Sanches (2014) quotes interior minister Thomas de Maizi\u00e8re, who, regarding \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe immigration from Romania and Bulgaria, claims that an above-average number \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof people from those countries would abuse social benefits. He contradicts \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tseveral statistics and findings that cannot detect any additional usage of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocial benefits by immigrants from this region.
