To reduce economic incentives, in the future, the city \t\t\t\t\t\t\t\t\t\t\twill help needy migrants only in kind and not with money. The influx of economic \t\t\t\t\t\t\t\t\t\t\trefugees is thus to be minimised. In his representation of the new model of \t\t\t\t\t\t\t\t\t\t\tsocial help, Maibaum reproduces very uncritically racist statements when he \t\t\t\t\t\t\t\t\t\t\tstates: \u201cIt is a three-stage model that divides the people who come to Essen in \t\t\t\t\t\t\t\t\t\t\ttwo classes: those that will be obliged to leave, such as the Roma from Serbia \t\t\t\t\t\t\t\t\t\t\tand Macedonia, and those who have a chance of a future life in this city.\u201d Why \t\t\t\t\t\t\t\t\t\t\tRroma from Serbia and Macedonia should have no chance at a future in Essen, is \t\t\t\t\t\t\t\t\t\t\tnot explained. That Rroma are not just economic refugees but also are political \t\t\t\t\t\t\t\t\t\t\trefugees especially from countries such as Serbia due to the aftermath of the \t\t\t\t\t\t\t\t\t\t\twar in Yugoslavia or due to the ongoing ethnic discrimination they are faced \t\t\t\t\t\t\t\t\t\t\twith, is not discussed in this article.<\/p>\n<p class=\"MsoNormal\">Langenk\u00e4mpfer (2013) informs about an event of \t\t\t\t\t\t\t\t\t\t\tthe B\u00fcndnisses \t\t\t\t\t\t\t\t\t\t\t90 and the Green, under the theme \u201cEqual opportunities! \t\t\t\t\t\t\t\t\t\t\tSinti and Roma in education\u201d. The meeting participants criticised in particular \t\t\t\t\t\t\t\t\t\t\tthe constant discrimination of many Rroma in Europe. In addition to the social, \t\t\t\t\t\t\t\t\t\t\tpolitical, and increasingly violent pressure brought to bear on the Rroma, one \t\t\t\t\t\t\t\t\t\t\tneeds to consider a social anchoring of prejudices among broad sections of the \t\t\t\t\t\t\t\t\t\t\tpopulation. The North Rhine-Westphalian Minister of Education Sylvia L\u00f6hrmann \t\t\t\t\t\t\t\t\t\t\tasked in her speech for less thinking about \u201corder\u201d and for more heterogeneity.<\/p>\n<p class=\"MsoNormal\">Kotte (2013) focuses on the efforts of \t\t\t\t\t\t\t\t\t\t\tRomeo Franz who wants to be elected as the first Sinto in the German Bundestag. \t\t\t\t\t\t\t\t\t\t\tFranz is known amongst others for training for argument against rightist \t\t\t\t\t\t\t\t\t\t\tslogans and ideas. His candidacy is viewed as a transformation of German \t\t\t\t\t\t\t\t\t\t\tsociety, with regard to recognition of its minorities. He also wants to acts against \t\t\t\t\t\t\t\t\t\t\telection statements such as the idea that all immigrants from Southeast Europe \t\t\t\t\t\t\t\t\t\t\tare economic refugees who only want to take advantage of the German social \t\t\t\t\t\t\t\t\t\t\twelfare system. In these simplistic representations, the fact that there also are \t\t\t\t\t\t\t\t\t\t\teducated immigrants, as well as a migration due to social deprivation or brutal \t\t\t\t\t\t\t\t\t\t\tdiscrimination remains unspoken. Particular concerns for Frank are the promotion \t\t\t\t\t\t\t\t\t\t\tof education, social inclusion and the political participation of Rroma in \t\t\t\t\t\t\t\t\t\t\tGermany. Another problem he sees is that one often talks about the Rroma, but seldom \t\t\t\t\t\t\t\t\t\t\ttalks with them. He states: \u201cWe want equality of opportunity in employment, \t\t\t\t\t\t\t\t\t\t\thousing and health care. In Germany, there are huge deficits in the perception \t\t\t\t\t\t\t\t\t\t\tof the problems, as well in the programs supporting Roma. The European \t\t\t\t\t\t\t\t\t\t\tCommission last report has shown it again, and that was a red card for Germany. \t\t\t\t\t\t\t\t\t\t\tFor the Foundation named after the Holocaust survivor and human rights activist \t\t\t\t\t\t\t\t\t\t\tHildegard Lagrenne, where around 30 organisations of Roma and Sinti have teamed \t\t\t\t\t\t\t\t\t\t\tup, this is also a consequence that one often talks about us, but not with us.\u201d<\/p>\n<p class=\"MsoNormal\">Poley (2013) reports on a meeting of the Rroma \t\t\t\t\t\t\t\t\t\t\torganisations \u201cRroma Drom\u201d and \u201cTerno Drom\u201d in Duisburg. The aim of the meeting \t\t\t\t\t\t\t\t\t\t\twas to discuss the role of young Rroma in Germany. Representatives of the \t\t\t\t\t\t\t\t\t\t\torganisation are committed to an improved perception of Rroma and, based on a \t\t\t\t\t\t\t\t\t\t\tmore self-determined presentation of Rroma in German society.<\/p>\n<p class=\"MsoNormal\">Goebels (2013) reports on the plans of schools \t\t\t\t\t\t\t\t\t\t\tin North Rhine-Westphalia to support regular teachers with teachers with \t\t\t\t\t\t\t\t\t\t\tknowledge of Rromanes or Bulgarian. Through the establishment of special \t\t\t\t\t\t\t\t\t\t\tremedial classes, the language skills and the integration of newcomers should \t\t\t\t\t\t\t\t\t\t\tbe encouraged.
