The \t\t\t\t\t\t\t\t\t\t\tCentral Council of German Sinti and Roma criticized the agreement of EU \t\t\t\t\t\t\t\t\t\t\tinterior ministers to curb the free movement of persons in the EU. The European \t\t\t\t\t\t\t\t\t\t\tInterior Ministers have agreed this week to reduce the allowances for needy \t\t\t\t\t\t\t\t\t\t\timmigrants and, where appropriate, again can introduce a visa duty to restrict \t\t\t\t\t\t\t\t\t\t\tlarger migration flows from South East Europe (Handelsblatt, 2013). The curb on \t\t\t\t\t\t\t\t\t\t\tmigration within the EU will not solve any problems, but freeze and uphold the \t\t\t\t\t\t\t\t\t\t\tdependency structures and injustice among the States. There is also no denying \t\t\t\t\t\t\t\t\t\t\tthat the exclusion of Rroma is practiced more in some countries than in others.<\/p>\n

The \t\t\t\t\t\t\t\t\t\t\tGerman towns President Ulrich Maly asked meanwhile for more tolerance towards \t\t\t\t\t\t\t\t\t\t\timmigrants and appealed to the historical responsibility of Germany towards the \t\t\t\t\t\t\t\t\t\t\tminority of the Rroma (Unternehmen-Heute 2013).<\/p>\n

B\u00f6hm \t\t\t\t\t\t\t\t\t\t\t(2013) meanwhile suggests that a veritable \u201ccompetitive repression\u201d \u00a0against Rroma is taking place. Western \t\t\t\t\t\t\t\t\t\t\tEuropean countries such as France, Germany, or the UK up each others on \t\t\t\t\t\t\t\t\t\t\tmeasures aimed at wanting to limit immigration from Romania and Bulgaria. The \t\t\t\t\t\t\t\t\t\t\twidespread exclusion of Rroma, which only make the migration necessary and the \t\t\t\t\t\t\t\t\t\t\treal problem is usually ignored. Instead, virtually all immigrants from \t\t\t\t\t\t\t\t\t\t\tSoutheast Europe are collectively identified as poverty immigrants and thus as \t\t\t\t\t\t\t\t\t\t\tmigrants, who apart from their poverty have no real reason for asylum (20 Minuten, \t\t\t\t\t\t\t\t\t\t\t2013). Furthermore one often forgets that the assessments of the security of countries \t\t\t\t\t\t\t\t\t\t\tdone by the states to assess the discrimination of minorities such as the Rroma \t\t\t\t\t\t\t\t\t\t\tare often inadequate or euphemistic, especially if the analysis comes from the \t\t\t\t\t\t\t\t\t\t\tcountries themselves. To declare the immigrants from South East Europe broadly \t\t\t\t\t\t\t\t\t\t\tas poverty immigrants ignores real practices of exclusion that are not looked \t\t\t\t\t\t\t\t\t\t\tat by these country assessments. \u00a0\u00a0\u00a0<\/p>\n
