Martin called for the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tresidents of an illegal settlement next to the Saint-Gilles highway to leave \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe place immediately. The argument was enforced with police presence. Only \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trecently before this, the collective Solidarit\u00e9 Roms, was assured by Julie \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBouaziz, the head of the cabinet of N\u00eemes, that there was no set date for the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teviction. Martin indicates in the interview that the eviction is not only done \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor regulatory reasons, but primarily because of the railway project \u201cOc&#8217;via\u201d, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhich is disturbed by the settlement. In March, a judgment by the district court \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof N\u00eemes was issued calling for the families to immediately leave the area in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tquestion. The construction company Oc&#8217;via agreed in their own negotiations with \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe families that they could stay on the area until December 2013. Now the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcompany has suggested a replacement area to the families, not far from the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcurrent location, in order that the children can continue to go to school. \u2013 A \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmajor part of the French press focuses exclusively on problem cases that arise \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin connection with Rroma. That there integrated Rroma living in France, ranging \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfrom 100,000 to 500,000 people, depending on the estimates, is almost never \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmentioned. Also, there are <em style=\"font-family: Arial;\">Gens du Voyage<\/em> in France that form their own ethnic group and are not related to the Rroma. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThey took up a travelling lifestyle in response to the political upheavals in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEurope in the 15th century. Most Rroma are permanently sedentary (see Duret \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2014 Midi Libre 2014).<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">In Villeurbanne, the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolice evicted an occupied house with around 100 Romanian Rroma, the newspaper \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tLib\u00e9ration (2014) reports. Half of the residents are children. The prefecture \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tasked for the re-housing of families with children under the age of three: <em>\u201cThe organisation in charge did not know if \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tall families would be relocated, saying that a census by the department direction \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof social cohesion had previously been made to find solutions. \u201cThe prefect of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRhone requested the relocation of families with children under three years,\u201d the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprefecture indicated.\u201d \u00a0<\/em><\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">Bertrand (2014) reports \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfrom a slum on the outskirts of Marseille, where around 20 Rroma families try \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto integrate and are at risk of forced evictions. Cendrine Labaume from M\u00e9decins \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdu monde reports that Rroma are increasingly victims of acts of violence \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcommitted by uninhibited residents: <em>\u201cthe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRoma are by far the most affected by the violence. National and local political \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdiscourses have uninhibited speech, and sometimes acts.\u201d <\/em>The statement is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfollowed by spiteful and openly racist comments from residents of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettlement, who complain about dirt, noise and lack of adaptation of the Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand openly display their disrespect. The resident Rroma try to live in an as \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdignified way as possible. The order inside the huts is not seen from the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\toutside, only the disorder. The increasing neglect of the settlements is partly \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdue to the high frequency of evictions that hinder the establishment of an \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tappropriate infrastructure, which leads to illegal tapping of electricity and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twater. The evictions are said to have somewhat improved since the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinterministerial circular from the 26th of August 2012. The government and aid \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\torganizations are now supposed to keep a minimal standard of hygiene, health \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcare and safety in the settlements. However, according to Bertrand, this \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsupport meets the opposition of many local residents, who want to get rid of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Rroma.<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">Courtel (2014) of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tNord\u00e9clair reports on a newly created Rroma settlement in Roncq, in northern \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFrance. Her article highlights the usual picture: Enraged residents, led by the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmayor Vincent Ledoux, impoverished Rroma and the will to get rid of them as \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsoon as possible. Courtel does not even tries to contextualize, but limits \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\therself entirely to the reporting of \u201cfacts\u201d about the occupation of the location, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhich was tolerated by the supra-regional and national authorities. She \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tperpetuates the notion of asocial, non-integrable Rroma:<em> \u201cMeanwhile, the camp becomes a sewer. This land has turned into open \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbattle space, a dirty slum\u201d [Vincent Ledoux]. Unrest has taken hold of the residents \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tliving closest and the employees of the commercial area. [&#8230;] A complaint was \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfiled to establish a \u201cclearly defined timeframe\u201d [for the eviction]. The court \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tauthorizes the use of public force. But the prefecture did not respond. The timeframe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpasses, it is impossible to implement an evacuation. During the municipal \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcouncil of the 17th of December, the represent ask for the help of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Government&#8230; the request remains unanswered.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">Ouest-France (2014) \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\treports in a short article on three Rroma settlements in Saint-Herblain that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twere searched by the police. The occasion for the comprehensive police control \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twas the theft of metal and metal cables that is attributed to Rroma from the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettlements. As a result of the raid a Rrom was temporarily arrested. By not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\treflecting about discrimination against the Rroma, this article perpetuates \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tethnic stereotypes about criminal Rroma.
