{"id":1405,"date":"2014-03-07T01:00:00","date_gmt":"2014-03-07T00:00:00","guid":{"rendered":"http:\/\/%20rroma.org\/07-03-2014-francetv-info-who-are-the-rroma\/"},"modified":"2022-08-21T07:33:28","modified_gmt":"2022-08-21T06:33:28","slug":"07-03-2014-francetv-info-who-are-the-rroma","status":"publish","type":"post","link":"https:\/\/rroma.org\/fr\/07-03-2014-francetv-info-who-are-the-rroma\/","title":{"rendered":"07.03.2014 Francetv info: \u201cWho are the Rroma?\u201d"},"content":{"rendered":"\n<p style=\"text-align: justify;\" class=\"MsoNormal\">In a series of five  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tarticles, Francetv Info presents the lives of immigrant Rroma in France.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tUnfortunately, the only Rroma getting a voice already stood in the focus of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmedia attention through the focus on differences to the general population. Ba\u00efetto\u2019s  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(2014) text focuses on the fate of a Rroma family in Champs-sur-Marne. The  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tarticle accuses the eviction-policy of the French authorities, but at same time  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tconfirms stereotypical notions of neglected Rroma that beg and sell scrap  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmetal. In addition, once again only visible Rroma get a chance to speak: <em style=\"font-family: Arial;\">\u201cFor many families in their situation, scrap  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tiron and begging are the two basic sources of income. The men get up very early  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin the morning, looking for pieces of metal they can sell. The women beg in the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstreets of the city and make five or six Euros a day.\u201d<\/em> The Rroma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinterviewed emphasize that life in France, in spite of their apparently  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmiserable conditions, is still much better than in Romania. Here they don\u2019t go  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thungry and the children can attend the school. Since she is living in France, says  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tone Rromni, she had to change her accommodation a dozen times due to forced  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tevictions. This happened in a time period of four years.<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">Legrand (2014) portrays  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ta young Rrom who left Romania at the age of thirteen. Elvetian works as a  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmiddleman. He provides his acquaintances with outlets for objects such as  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmobile phones or jewellery whose origin are doubtful. In the following section Elvetian  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttells about his childhood, in which he committed shoplifting and illegal copper  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcollection. He was deported several times, but always travelled back to France,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbecause his entire family lives here. Legrand\u2019s article gives an overview of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe difficulties immigrant Rroma face in their attempt to integrate into the labour  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmarket and French society. However, her article confirms stereotypes about  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstealing Rroma, as the have been widely disseminated by the media. Therefore,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tone cannot describe the selection of the portrayed Rroma as fortunate nor as  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trepresentative. \u00a0<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">The third article deals  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twith a fifteen-year old Rrom who prostitutes himself in front of the Gare du  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tNord in Paris. He earns twenty to thirty Euros per client, who he usually serves  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ton the toilets of the train station and the surrounding fast food restaurants.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tHe has no pimp, but regular customers. Between thirty and fifty young Rrom  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprostitute themselves in front of the Gare du Nord, according to the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsociologists Olivier Peyroux. One of the reasons for this are the difficulties  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminors face in finding a regular job. The article paints a picture of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprostitution that is practiced out of poverty and lack of alternatives and not  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tequated with human trafficking. Nevertheless, also this article has to be  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdescribed as one-sided, as it confirms stereotypes of prostituting Rroma  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(Legrand 2014\/II).<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">The fourth article  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfocuses on the fate of a Rroma family from Timisoara, in north-western Romania.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe family of 32-year-old Viktor benefited from an active integration policy,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhich was conducted between 2000 and 2007 by the agglomeration syndicate S\u00e9nart.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tAs a result of the active integration policy, the portrayed family received a  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcouncil house on the condition that the children regularly attend school, that  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe parents actively seek work and they would not beg: <em>\u201cAt the end of the 1990s, Rroma families settled down in the heart of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe new town. Some voters complained and the prefecture decided to try  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsomething out. \u00a0[&#8230;] Based on  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttheir behaviour and their history, the prefecture chose 23 Rroma families and  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettled them on a site with sanitary facilities.\u201d<\/em> In return for their  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tactive integration efforts, the families received first job offers and  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tresidence permits, so that they would be able to raise the necessary funds to  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpurchase regular social housing. In 2007, S\u00e9nart stopped its support payments  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto the families due to lacking funds. Viktor and his family could remain in the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocial housing thanks to his job in a supermarket. They do not approve the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tone-sided portrayal of the Rroma in the French media: <em>\u201cI hear pranksters about Romanians in television, rants Viktor. [&#8230;]  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIf a Romanian causes problems, they equate all Romanians, he complaints. Look  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tat me, I\u2019m working, I have a house and my children go to school, he tells.\u201d<\/em>  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tThe fourth article, concerning the stereotypical representations of Rroma, clearly  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcan be better rated than the other ones. It shows the positive example of a successful  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration. However, that there are other integrated Rroma in France, who are living  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe country since generations or decades, a fact that is not mentioned here either  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(Ba\u00efetto 2014\/II).<\/p>\n<p style=\"text-align: justify;\" class=\"MsoNormal\">The fifth article in the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tseries also tries to create a counter-image against stereotypical notions of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma. Florin, a Rrom of 25 years, works as a storeman and speaks perfect  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFrench. Only as a teenager, when he newly arrived from Romania in France, he was  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbegging. Then he made the acquaintance of a mart trader, for whom he worked illegally  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor seven years. His girlfriend helped him to learn French. After problems with  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe residence permit, Florin\u2019s family was one of the few beneficiaries of the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinfamous, inter-ministerial circular of the 26th August 2012. His parents got a  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcouncil house and he and his wife a room in a hotel. In September 2013, he  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfinally finds a legal job as a storeman in Rungis. However, he still has no  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdefinite residence permit, even though he would like to integrate and live his life  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin France (Ba\u00efetto 2014\/III).<\/p>\n<ul>\n<li>Ba\u00efetto, Thomas (2014) Qui sont les Roms (1\/5)? \u201eOn est ici parce que l\u00e0-bas on  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmeurt de faim\u201c.
