In  \t\t\t\t\t\t\t\t\t\t\tthe policy report 2012-2013, the organization criticises the unaltered  \t\t\t\t\t\t\t\t\t\t\tstigmatization of Rroma by French politics, the authorities and the deterioration  \t\t\t\t\t\t\t\t\t\t\tof conditions in the slums: <em style=\"font-family: Arial;\">\u201cRegardless of the change of government, one is  \t\t\t\t\t\t\t\t\t\t\tforced to state with consternation that the situation of persons who live in  \t\t\t\t\t\t\t\t\t\t\toccupied houses and slums has deteriorated. [&#8230;] The Rroma are assigned this  \t\t\t\t\t\t\t\t\t\t\t[negative] identity, they are seen as uncontrollable as well as being  \t\t\t\t\t\t\t\t\t\t\tresponsible for the filthy housing conditions.\u201d<\/em> Mouillard shows with  \t\t\t\t\t\t\t\t\t\t\tnumerous quotes from a wide variety of politicians, that the Rroma still serve  \t\t\t\t\t\t\t\t\t\t\tas scapegoats for local politics, which portrays the Rroma as a counter-concept  \t\t\t\t\t\t\t\t\t\t\tto bourgeois values (compare Romeurope 2014).<\/p>\n<ul>\n<li>Mouillard, Sylvain (2014) Les Roms, boucs \u00e9missaires des politiques.
