Many newspapers chronicle \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe report published by Amnesty International on April the 8th, the International \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma Day, which accuses the social discrimination against Rroma. Amnesty \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tInternational comes to a grim conclusion in regard to the social integration of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe minority: the Rroma in Europe are still highly marginalized, the political \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twill to foster them is often deficient and hate crimes against the minority are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tall too often re-interpreted as a lack of willingness to integrate: \u201cThe violent offenders are encouraged by the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpassive attitude of the governments, which accept a systematic discrimination \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tagainst the Roma silently\u201d, notes \u00c7al\u0131\u015fkan [German secretary general of AI]. \u201cInstead \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof resolutely opposing violence and discrimination, many European politicians even \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfuel the notion that Roma are responsible for their own exclusion. Such \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstatements by high-ranking politicians encourage further violence in society and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tare a distortion of the facts. The current situation of many Roma can be traced \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tback to the years of disregard for the rights of Europe\u2019s largest minority\u201d <\/em>(Amnesty \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tInternational 2014\/IV). \u2013 \u00a0\u201cIn its report, Amnesty urges national \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgovernments in Europe [and the European Union] to condemn hate crimes and to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tclarify that racist acts will not be tolerated. Among other things, the human \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trights activists propose to collect data and publish data on hate crimes\u201d<\/em> (Kalkhof \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2014). There follows an analysis of the status quo of the minority in the Czech \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRepublic, France and Greece. In all three countries, the defamation of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma is still massive, the report states. While right-wing extremist groups in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Czech Republic rally against the ethnic group, in France the already \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmentioned discourse of a supposedly lacking will to integrate dominates the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdebate. This view totally ignores the exclusion of the minority in the sense of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ta repressive, nationalist governance. If the Rroma are not given any \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\topportunity to integrate, they cannot, no matter how hard they try. Especially worysome \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis the repression on Rroma exerted by state institutions. This includes both \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgovernments and their measures taken against the minority, as well as executive \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinstitutions such as the police and the judiciary. Romani Rose describes the voting \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tshare of 21% of the openly Rroma-hostile Jobbik party as a \u201cdanger signal for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEurope\u201d to no longer passively accept discrimination against the Rroma (Amnesty \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tInternational 2014\/I, Amnesty International 2014\/II, Amnesty International \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2014\/III, Frankfurter Allgemeine \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tZeitung 2014, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tJoerin 2014, Kalkhof 2014, S\u00fcddeutsche Zeitung 2014).<\/p>\n
