Riesbeck (2013) discusses the \t\t\t\t\t\t\t\t\t\t\tprospects of the European Rroma policies, which are aimed at the promotion of \t\t\t\t\t\t\t\t\t\t\tRroma in the areas of education, health, employment, and housing. The results \t\t\t\t\t\t\t\t\t\t\tof theses policy is meanwhile sobering. The current project that has now been \t\t\t\t\t\t\t\t\t\t\trunning for two years does not get the ball rolling. One of the reasons for the \t\t\t\t\t\t\t\t\t\t\tlack of success stories is the lack of legal means of the EU administration: \u201cThe States indicate their goals in the Roma \t\t\t\t\t\t\t\t\t\t\tstrategy, but the European Commission has no legal basis to call for the \t\t\t\t\t\t\t\t\t\t\timplementation of these objectives and make them binding.\u201d<\/em> therefore, the \t\t\t\t\t\t\t\t\t\t\tEuropean Rroma policies fall to bureaucratic hurdles between EU policies and \t\t\t\t\t\t\t\t\t\t\tprograms of the respective nation-states. In addition, Rroma are themselves \t\t\t\t\t\t\t\t\t\t\tinsufficiently involved in the projects. One talks about and for them, but not \t\t\t\t\t\t\t\t\t\t\twith them. 7sur7 (2013) sees a fundamental problem in the voluntariness of the \t\t\t\t\t\t\t\t\t\t\timplementation of EU decisions on the part of the EU Member States.<\/p>\n

Mappes-Niediek sees an \t\t\t\t\t\t\t\t\t\t\talternative to increasing educational achievements among Rroma, something which \t\t\t\t\t\t\t\t\t\t\tdoes not necessarily guarantees a real improvement, in the creation of social \t\t\t\t\t\t\t\t\t\t\tfunds to cover the basic needs of all EU residents. His thought stems from the \t\t\t\t\t\t\t\t\t\t\tfact that education alone cannot eliminate the discrimination by the majority \t\t\t\t\t\t\t\t\t\t\tsociety (G\u0119dziorowski 2013).<\/p>\n

Meanwhile, several Western \t\t\t\t\t\t\t\t\t\t\tEuropean countries are trying to stem the migration of Rroma. Members of the EU \t\t\t\t\t\t\t\t\t\t\tParliament again spoke against restrictive practices towards Rroma: \u201cEU \t\t\t\t\t\t\t\t\t\t\tcountries must stop illegal expulsion of Roma people and end ethnic profiling, \t\t\t\t\t\t\t\t\t\t\tpolice abuse and human rights violations perpetrated against them, says \t\t\t\t\t\t\t\t\t\t\tParliament in a non-binding resolution adopted on Thursday. It assesses member \t\t\t\t\t\t\t\t\t\t\tstates’ strategies to boost Roma integration and calls for more funds to \t\t\t\t\t\t\t\t\t\t\tprevent discrimination and reach small community projects\u201d <\/em>(European Parliament 2013). The undeniable tension \t\t\t\t\t\t\t\t\t\t\tbetween national political programs and pan-European plans are visible in \t\t\t\t\t\t\t\t\t\t\tparticular also in the European Rroma policies. While the EU insists on \t\t\t\t\t\t\t\t\t\t\tintegration and recognition, conservative politicians in Germany, France and \t\t\t\t\t\t\t\t\t\t\tGreat Britain propagate an isolationist policy (see Flechter 2013).<\/p>\n
