In contrast to Sarkozy\u2019s government, Vincent argues, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe socialist government slowly but surely realizes that the Rroma debate is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot an issue of migration but a problem of housing. However, there is a problem \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twith the plan to move Rroma from the camps into social housing: in the Ile-de-France, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhere according to an assessment two-thirds of the immigrant Rroma stay, too \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfew apartments are available. The temporary allocation into hotels in the agglomeration \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\toften hinders the schooling of the children and the autonomy of families. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tso-called \u201cinsertion villages\u201d are not a long-term solution and are also very \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcostly. On behalf of the government and the society for social housing, the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsub-prefect J\u00e9r\u00f4me Normand now conducts a survey on the situation in the slums \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand the insertion villages. With the collected information on the population of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe settlements, the allocation to social housing is expected to be better coordinated. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tHowever, a fundamental problem remains the financing of the social housing: <em style=\"font-family: Arial;\">\u201cThe great weakness of all these initiatives \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis their funding. The funds from which Adoma has profited, will have to be \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trapidly increased on the basis of urgency loans.
