The criminalization of begging ignores the real \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsituation of the people and forces people who wanted to avoid delinquent \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbehaviour into crime. Even the often-made statement that Lausanne cannot solve \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe problems of all Europe is too narrow. What is asked is a courageous, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintelligent handling of begging and not generalising criminalization \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(Tch\u00e9r\u00e9missinoff 2013). It should be noted here, that there is no consensus \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tabout the extent of organised begging among Rroma today. While conservative \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\testimations claim that begging takes place almost exclusively in the form of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\torganized gangs, behind which stand some organisers, others see it as a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmarginal phenomenon. This latter view is supported by scientific research on \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe subject.
