After the lecture, he met with  \t\t\t\t\t\t\t\t\t\t\trepresentatives of the Zurich police and the office for trafficking and  \t\t\t\t\t\t\t\t\t\t\tmigration to discuss an improved action against pimps. Goal of improved  \t\t\t\t\t\t\t\t\t\t\tbilateral cooperation is an increased, protected exit from the industry with a  \t\t\t\t\t\t\t\t\t\t\tprofessionalized protection program for those prostitutes who want to testify  \t\t\t\t\t\t\t\t\t\t\tagainst pimps. Many of the women have children, around 60% of them, \u00a0(Bracher 2013\/II) and will not testify  \t\t\t\t\t\t\t\t\t\t\tagainst their oppressors due to fear.<\/p>\n<p class=\"MsoNormal\">In this context, K\u00e4ppner (2013) discusses the  \t\t\t\t\t\t\t\t\t\t\tlegalization of prostitution in Germany that has not led to greater protection  \t\t\t\t\t\t\t\t\t\t\tfor women, but exposed them to the more brutal reality of the free market.  \t\t\t\t\t\t\t\t\t\t\tProstitutes have to accept for a pittance all interested suitors: <em>\u201cThe good intention to strengthen  \t\t\t\t\t\t\t\t\t\t\tprostitutes by law turned into the opposite. The woman is the resource that is  \t\t\t\t\t\t\t\t\t\t\tused as efficiently as possible. Outside this exchange transaction she loses  \t\t\t\t\t\t\t\t\t\t\tall value.\u201d<\/em> <\/p>\n<p class=\"MsoNormal\">In addition, despite the legalization of prostitution,  \t\t\t\t\t\t\t\t\t\t\ttrafficking of women is still moving in a gray area: between so-called  \t\t\t\t\t\t\t\t\t\t\tvoluntary prostitution for economic reasons, manipulation by intermediaries and  \t\t\t\t\t\t\t\t\t\t\teffective human trafficking, the boundaries are often blurred. The legalization  \t\t\t\t\t\t\t\t\t\t\tof prostitution really favours the exploitation of women, even if this seems to  \t\t\t\t\t\t\t\t\t\t\tcontradict the workings of the rule of law.
