{"id":1565,"date":"2013-03-15T01:00:00","date_gmt":"2013-03-15T00:00:00","guid":{"rendered":"http:\/\/%20rroma.org\/15-03-2013-rroma-debate-in-germany\/"},"modified":"2022-08-05T09:26:56","modified_gmt":"2022-08-05T08:26:56","slug":"15-03-2013-rroma-debate-in-germany","status":"publish","type":"post","link":"https:\/\/rroma.org\/fr\/15-03-2013-rroma-debate-in-germany\/","title":{"rendered":"15.03.2013 Rroma Debate in Germany"},"content":{"rendered":"\n<p class=\"MsoNormal\">Reinger \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBurger (2013) of the FAZ concerns himself rather one-sidedly with the topic of poverty \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmigration to Germany. He focuses on the media hype surrounding an apartment \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttower in Duisburg, which is regularly visited by politicians and journalists. There \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis nothing really new that he can tell, but he lets the residents speak out in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tan emotionally loaded way without any context with residents complaining about \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlittering and rising crime. The gloomy forecast from people responsible for integration \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin Duisburg, which says that because of the freedom of movement within Europe \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat will start at the beginning of 2014, they will need to spend an additional \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t15 millions, cannot be missing. Men mostly do undeclared work while many young \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twomen prostitute themselves. He brings a few new points to the debate namely \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat many in Germany believed that Rroma, as they are travellers, would only \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttemporarily stay in Germany. The opposite is the case: Many want to stay and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbuild a future for their children, because in Romania and Bulgaria they see no future \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor themselves. Hannes Swoboda, chairman of the SPD in the European Parliament \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdemands a dedicated Commissioner for Rroma issues. To ignore the situation is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot an adequate response to the prevailing events.<\/p>\n<p class=\"MsoNormal\">The Welt \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(2013) reports on the action of Saxony\u2019s interior minister Markus Ulbig. He \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twill travel from March 17th to 20th to Serbia, Macedonia, and Kosovo and talk \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto state, charities and Rroma representatives. His aim is to rationalise the debate \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tabout poverty immigration. Migrants from Southeast Europe are almost to 100% \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot political refugees but are fleeing poverty. This leads to the abuse of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolitical asylum.<\/p>\n<p class=\"MsoNormal\">The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBremen SPD politician Martin Korol is being excluded from the local SPD \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfraction (M\u00f6ller 2013, Hudemann 2013, Stengel 2013). After anti-Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstatements were made public on Korol\u2019s website, a public debate started centred \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ton the content and intentions of this blog. Korol tried to appease it, which did \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot succeed with his party colleagues. From his point of view he wanted to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstart a constructive debate on the situation of Rroma in Germany. Since his statements \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgo against social democratic principles, an exclusion proceeding has been \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinstituted against him. Korol only just became a citizen of Bremen.<\/p>\n<p class=\"MsoNormal\">Arndt \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(2013) is writing a report for the Konrad Adenauer Foundation on the situation \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof Rroma in Bulgaria. The article consists of a series of statistics which does \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot describe how they were collected and does not discloses their sources \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdisclosed nor discusses them. Arndt distinguishes initially three dominant \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminorities in Bulgaria: Bulgarians of Turkish origin, Pomaks and Rroma. About \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Rroma living conditions, he reports is fully in line with the standard \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmisery views: the majority of Bulgarian Rroma live in closed communities, 55% \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin urban areas and 45% in rural areas. The number Rroma completing school is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tblatantly lower than among ethnic Bulgarians. Illiteracy, particularly among \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twomen, is also much higher. Many Rroma children speak little or no Bulgarian, when \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthey arrive at school. This data may be correct, even though in the absence of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tany sources, criticism is almost impossible. The report becomes problematic \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twhen it starts to operate on the level of values. Arndt notes for example that: \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u201cDue to the shortcomings of their socialization they often lack the necessary \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocial behavioural patterns required to be successful in school. [&#8230;] The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbiggest obstacle to a successful integration is likely to prove to be the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tghettos with their patriarchal and feudal, often criminal structures, less so the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRoma culture.\u201d What shortcomings in the socialization does Arndt mean? How is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthis justified? His article postulates facts without context and these are not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texplained.
