The \t\t\t\t\t\t\t\t\t\t\tEuropean Roma Rights Centre (2014) states in its latest report a massive \t\t\t\t\t\t\t\t\t\t\tincrease of evictions in France during the year 2013. According to the \t\t\t\t\t\t\t\t\t\t\tstatistics of the organisation, the French authorities expelled, 20,000 Rroma from \t\t\t\t\t\t\t\t\t\t\ttheir informal dwellings. These are more than twice as many evictions as in \t\t\t\t\t\t\t\t\t\t\t2012. According to the authors of the report it can be assumed that a lot more \t\t\t\t\t\t\t\t\t\t\tthan estimated 20,000 were displaced, as information of the Human Rights League \t\t\t\t\t\t\t\t\t\t\tindicates. As before, the inter-ministerial circular from August 2012 was \t\t\t\t\t\t\t\t\t\t\tignored by the responsible authorities. The circular favoured sound, planned \t\t\t\t\t\t\t\t\t\t\tevictions of the informal settlements. The methods now practiced complicate the \t\t\t\t\t\t\t\t\t\t\tintegration of Rroma and promote racism and rejection of the minority rather than \t\t\t\t\t\t\t\t\t\t\tcooperation: \u201eForced evictions continued \t\t\t\t\t\t\t\t\t\t\talmost everywhere without credible alternative housing solutions or social \t\t\t\t\t\t\t\t\t\t\tsupport. NGOs and various institutions (such as the French Ombudsman) have \t\t\t\t\t\t\t\t\t\t\thighlighted that government policy is ignored \u2013 an interministerial circular of \t\t\t\t\t\t\t\t\t\t\t26 August 2012, which ordered local authorities to carry out a social \t\t\t\t\t\t\t\t\t\t\tassessment of Roma in any eviction – is rarely implemented and superficial at \t\t\t\t\t\t\t\t\t\t\tbest. It often resembles a population census rather than a real and lasting \t\t\t\t\t\t\t\t\t\t\tattempt at social inclusion.\u201d <\/em>Most evictions took place in the districts of \t\t\t\t\t\t\t\t\t\t\tNord-Pas-de-Calais and Ile-de-France. The findings of the European Roma Rights \t\t\t\t\t\t\t\t\t\t\tCentre are particularly astonishing when considering that the Socialist \t\t\t\t\t\t\t\t\t\t\tPresident Francoise Hollande had promised a major change in the French politics \t\t\t\t\t\t\t\t\t\t\tregarding Rroma (compare Al Jazeera America 2014, Sayare 2014).<\/p>\n
