The study emanates from the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u2018D.H. and Others versus Czech Republic\u2019 case: In 1999 18 Rroma children from \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tOstrava sued the Czech school system for systematic discrimination before the European \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCourt of Human Rights. As a result, eight years later, the court declared the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsuit legitimate, demanding from the Czech state increased actions to stop the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdiscrimination of Rroma children in the public school system. According to the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpublication, most Rroma children in the Czech Republic end up in inadequate, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthird-rate schools, making it very difficult for them to acquire advanced job \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\topportunities and therefore inhibiting social advancement.<\/p>\n<p class=\"MsoNormal\">The children that were part of the \u2018D.H. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand Others versus Czech Republic\u2019 case have grown up and look back to what has \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchanged since the lawsuit was filed. Most of them come to a pessimistic \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tconclusion, stating that despite some official statements and renaming of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tschools, the exclusion of Rroma children from public schooling remains an \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teveryday practice. Several interview partners stated that discrimination came \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot as much from the other children attending the school but from teachers \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsystematically judging and treating Rroma children badly. One method used to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdowngrade Rroma children is to declare them psychologically retarded. According \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto the report, this is a common way to exclude them from the public school \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsystem and therefore from social advancement. The former Commissioner for Human \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRights of the European Union, Thomas Hammarberg, stated in his report \u00abHuman \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRights of Roma and Travelers in Europe\u00bb: \u201cwith thousands of Roma children \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teffectively excluded from the mainstream education system in the Czech Republic \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand condemned to a future as second class citizens every year&#8230; it is now time \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto speed up the implementation of the inclusive education agenda\u201d (Open Society \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tJustice Initiative 2012).<\/p>\n<p class=\"MsoNormal\"><strong>Source:<\/strong><\/p>\n<ul>\n<li>Open Society Justice Initiative (2012) Failing another Generation.
