Favre (2014) reports an \t\t\t\t\t\t\t\t\t\t\tunauthorized police control of four Rroma families on a private estate in \t\t\t\t\t\t\t\t\t\t\tPully, in the canton of Vaud. The owner of an apartment building had provided parts \t\t\t\t\t\t\t\t\t\t\tof his house to four immigrant Rroma families, upon a request of the organization \t\t\t\t\t\t\t\t\t\t\tOpre Rrom. Because neighbours complained about begging, the police conducted identity \t\t\t\t\t\t\t\t\t\t\tchecks with the families. But since they conducted the control on the private property \t\t\t\t\t\t\t\t\t\t\tof Mr. Norbert Guillod, the owner of the house without having a permit for the \t\t\t\t\t\t\t\t\t\t\taction, the police made themselves liable to prosecution: \u201cNorbert Guillod had responded to a request of the organization Opre \t\t\t\t\t\t\t\t\t\t\tRrom. \u201cOtherwise, these people would be on the street. That would have been a \t\t\t\t\t\t\t\t\t\t\treal shame: the children are enrolled in school and work well\u201d, explains \t\t\t\t\t\t\t\t\t\t\tNorbert Guillod, who will host them until the end of the school year. […] \t\t\t\t\t\t\t\t\t\t\t\u201cThey have intervened because of several complaints of the neighbourhood, who \t\t\t\t\t\t\t\t\t\t\twere disturbed by the fact that these Roma were begging. At least it is \t\t\t\t\t\t\t\t\t\t\tforbidden to this extent\u201d, replies Dan-Henri Weber, their commander. He also \t\t\t\t\t\t\t\t\t\t\tpresents a different version of the facts, claiming that the people were \t\t\t\t\t\t\t\t\t\t\tcontrolled on the street, because they corresponded to the descriptions by the angered \t\t\t\t\t\t\t\t\t\t\tneighbours. They are said to have subsequently prompted the police themselves \t\t\t\t\t\t\t\t\t\t\tto follow them to their apartment, to look for their identity cards. This \t\t\t\t\t\t\t\t\t\t\treport is disputed by the parties concerned, which state that the police had \t\t\t\t\t\t\t\t\t\t\tknocked on their door.\u201d<\/em> The Lausanne lawyer, Jean-Michel Dolivo, points out \t\t\t\t\t\t\t\t\t\t\tthat the police could list any offense following their control. The action was \t\t\t\t\t\t\t\t\t\t\tthus clearly discriminatory.<\/p>\n
