Several French \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnewspapers report on the eviction of an informal Rroma settlement in Lyon. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettlement, which was below and in the vicinity of a railway bridge, was home \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto about 250 people, including many children and infants, as well as pregnant \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twomen. Families with small children and expecting women were offered temporary \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taccommodation. The settlement had been recently created. Most of the residents \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twere living on the site only since a few months, the authorities stated. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tanti-racist movement MRAP announced in a communiqu\u00e9: \u201cThe few nights of hotel that the prefecture has proposed to six \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfamilies cannot replace a correct diagnosis and support to the totality of people \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpresent, as the circular [of August 26th, 2012] states, which was \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsigned by Mr. Valls himself when he was interior minister […]. [MRAP] \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u201ccondemned\u201d that this \u201cforced evictions violate European and international law\u201d \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand \u201crecalled that France was sentenced several times for the violation of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfundamental rights of the Rroma population\u201d<\/em> (Lib\u00e9ration 2014). The ongoing \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tevictions of informal Rroma camps have been criticised for quite some time now. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDuring the summer months, the evictions of Rroma settlements always increase massively. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIn winter, many communities grant a humanitarian moratorium. Since most of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdisplaced join other informal settlements, the problem is just shifted from one \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tplace to another. Only few long-term solutions have been implemented so far. These \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinclude, for instance, the tolerance of the settlements, which enables establishing \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tan existence, enrolling children in school, and the continuous search of a job. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tAnother option is integration programs, which actively foster the social \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegration of immigrants. However, these are controversial since they \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tspecifically refer to Rroma and thereby ascribe the minority a special status. On \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe 100,000 to 500,000 integrated and invisible Rroma living in France, one almost \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnever hears anything in the French media (compare RTL 2014, Rue89Lyon 2014).<\/p>\n
