Several German \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnewspapers report on the eviction of Duisburg\u2019s \u201cproblem\u201d house \u201cIn den \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tPeschen\u201d, which repeatedly made it to the headlines over the past year. Constantly, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe press reported about dwellings occupied by Rroma families, about dirt, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnoise disturbances, and about increased crime. The allegations combined \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnumerous reservations on immigrant Rroma: they are poor, uneducated, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tanti-social, abuse the German welfare system and cause social tensions in the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taffected districts. \u00a0However, not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tall immigrants are poor and many immigrants from Romania and Bulgaria are not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma. But the polemical debate about the so-called \u201cpoverty immigration\u201d \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsuggested just that: a mass immigration of low-skilled Rroma into the German welfare \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsystem. Thus, an economic phenomenon was presented as an ethnic problem, what doesn\u2019t \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdo justice to reality.<\/p>\n
The large building \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcomplex which has 47 apartments has now been declared uninhabitable by the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDuisburg city council. All remaining residents have to leave the house in the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfollowing two weeks. The building\u2019s residents are also accused of having \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tillegally obtained child benefits. Another common misconception, which is also \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprojected onto the immigrant Rroma: \u201cAlthough \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taround 100 children from In den Peschen are registered in the clerk\u2019s office, these \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twere not found by the staff during their visit. […] \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDuisburg is particularly affected by the immigration from Romania and Bulgaria. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCurrently, nearly ten thousand people from these two countries are reported in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Ruhr city. A task force implemented by the city will visit 50 more \u201cproblem \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproperties\u201d in the next few weeks, and if necessary issue \u201cun-inhabitability-declarations\u201d\u201d \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/em>(Frigelj 2014). Once again it must be stressed that there is no mass \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timmigration from Romania and Bulgaria, as critical statistics excluding \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tseasonal workers prove. In addition, immigrants belong to different ethnic \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgroups and different social classes.
