Legrand (2014) reports about \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Rroma policy of the Hungarian city Tiszavasv\u00e1ri, in north-eastern Hungary. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIn October 2010, the right-wing nationalist Jobbik gained most of the votes and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tappointed a mayor from the party. However, this did not lead to any significant \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchange regarding the segregation and oppression of Rroma in Tiszavasv\u00e1ri, Legrand \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tconcludes. Already before, the minority had been marginalized and ostracized. Under \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe new Jobbik mayor, Erik F\u00fcl\u00f6p, no significant change has occurred in this \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tregard, Legrand states. He didn\u2019t destroy their homes or tried to evict them, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas he had promised during the election campaign, however in return, the social \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texclusion has increased dramatically: The Rroma are more often harassed by the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolice, some even from the local doctor. The social assistance counter is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlocated at the other end of town, so that Rroma have to go as far as possible. Their \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdistrict is sealed off like a contaminated zone. In 2011, an attempt was made \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto revive the militia of the city, but failed due to the intervention of the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFidesz government. It was declared illegal. The local militia \u201cTiszavasv\u00e1ri \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCsend\u0151rs\u00e9g\u201d was involved in the deportation of Jews and Rroma under National \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tSocialism. The \u201cbig Rroma Plan\u201d of the new mayor is designed not to evict the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminority openly, but to isolate them more systematically in their quarters and harass \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthem: \u201cIn the first phase, the party \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\torganized a massive clean-up campaign in the neighbourhood Valak. \u201cNow, if \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsomeone is throwing away garbage in the outside, he has to hand in social \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tassistance\u201d, says Anna, who fears an excuse \u201cto confiscate the last incomes of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe families.\u201d The following stages are kept secret and the mayor and his \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tassistants reject any media stress. Before the community centre, funded by the European \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tUnion, [is] a big house with exposed bricks, Anna sighs: \u201cEven that comes to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tus, everything is done to avoid that one get out of here.\u201d<\/em> On can therefore \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tquestion whether Legrand’s assessment is correct, when she concludes that the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpolicy of the Jobbik mayor is a continuation of the earlier policy of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texclusion. Rather, it seems that he brings the marginalization of the minority \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto a whole new level.<\/p>\n
