A \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thysteria on the mass immigration of Rroma from Bulgaria and Romania has broken \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tup in Germany in expectation of the impeding 2014 relaxation on the freedom of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmovement with those two countries and the EU. A wealth of articles have been \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpublished in recent days about the predicted or already happening mass \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timmigration, a selection of which is discussed below. The immigration of people \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfrom southeast Europe has become a political issue, as you can see from \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcontradictory statistics and emotionally charged statements. The fear is the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpotential increase in social spending and benefits for these poorly educated \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmigrants. In an interview with the Frankfurter Allgemeine Zeitung, the integration \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tminister of North Rhine Westphalia, Guntram Schneider, warned about this issue \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t(Burger 2013). German politicians are now calling Southeast European \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgovernments for dedicated steps to better integrate the Rroma.<\/p>\n

Reinhard \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tVeser (2013) General of the Frankfurter Zeitung writes about what he sees as a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfact that all Roma in Southeast Europe – mainly Romania and Bulgaria – are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmarginalized and poor, which results in a large migration of Roma to Western \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEurope. He uses this insight, to call for a clear naming and representation of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe “problem.” He states: “It is wrong when, on the debate on \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpoverty immigration from Bulgaria and Romania, those who come are not named. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMost of these people are Roma”<\/p>\n

In \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\taddition to social programs in South East Europe on should help the German \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcities, which are affected by the poverty driven influx of Rroma, since the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tefforts to better integrate the Rroma in their countries of origin is not a big \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsuccess.<\/p>\n

Also \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t“die Welt” reported in several articles about the seemingly \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tincreasing poverty driven migration of Rroma to Germany. Between 2007 and 2011 \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe number of migrants from Romania and Bulgaria had increased from 64,000 to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t147,000. Most of them are Rroma and were often smuggled by organized traffickers \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto Germany, from where they would be exploited. As a result they are often \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tforced to earn illegal income working for dumped wages, or in prostitution or \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbegging. Many big cities are overwhelmed by this migration and are crying for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thelp them up as petty crime has increased dramatically and residents start to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfeel alienated (Von Borstel 2013, Crolly\/Frigelj 2013).<\/p>\n

The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tZurich Rroma Contact Point is amazed at the ability of journalists of recognized \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnewspapers to regurgitate politically generated knowledge uncritically and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twithout any hesitation, presenting it as scientific fact. Recognizing that many \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma in Southeast Europe are living in poverty and exclusion is certainly to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbe agreed. But from a massive immigration – even a migration – of Rroma to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tWestern Europe, and to call for dedicated countermeasures is highly \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblematic. The journalists are simply reproducing once more the common \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstereotypes about Rroma. They establish a clear link between ethnicity and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocio-economic circumstances and thus discriminate against those Rroma who are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twell integrated and live in total integrity in their home countries. These \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tinvisible Rroma, who are not part of the media coverage, are thus made part of one-dimensional \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trepresentation that portrays Rroma as discriminated economical refugees. That \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttransnational migration requires great courage \u2013 leaving family and friends \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbehind \u2013 is not addressed any more than the ethnicization a poverty problem.<\/p>\n

This \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tproblem should be identified as a socio-economic paradigm and not as an ethnic \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand even less presented as one. Using the latter must inevitably leave one open \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor accusations of racism. In this regard, Verica Spasovska calls for a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcommitted action of the EU in all Member States (Spasovska 2013).<\/p>\n

Even the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFrankfurter Allgemeine Zeitung agrees to this chorus of laments on the apparent \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmass immigration of Southeast Europeans Rroma, resulting in astronomical increases \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof costs for the Social Department and in the aggravation of social conflicts. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnumbers from the statistical office are not questioned at all (Hauser 2013).<\/p>\n

It \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tneeds to be noted that people, regardless of their origins, are not entitled to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsocial assistance, “if they have not been paid in the social system by \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thaving a regular job” (Reichmuth 2013). This fact is not considered at all \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin the emotional debate.<\/p>\n

The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMigazin (2013) criticized the numbers of Federal Statistical Office on the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timmigrants from Romania and Bulgaria as inaccurate. While it is true that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t147,000 people had migrated in 2011 from Romania and Bulgaria to Germany, but out \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof that number, a large amount of people leaving Germany needs to be excluded. If \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthose leavers are taken into account, only 58’350 people from the countries \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tconcerned immigrated to Germany, a massively smaller number. In addition, the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstatistics of the Federal Department included many temporary workers would should \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnot be counted as permanent residents.<\/p>\n

Torsten \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tKrauel (2013) is outraged at the apparently special treatment of Roma families \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin major German cities and calls for the equal treatment of all EU citizens, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tregardless of ethnicity. Else the “resilience of the state towards the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbehaviour of some Roma families could be a starting point for anti-European \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsentiments.” He further postulates a mass immigration of Rroma families to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tGerman social services offices, which is \u201cnot a God given state of affairs\u201d and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talways talks of the so-called \u201cRoma issue\u201d. The article emphasizes the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdiversity of life among Rroma, but pours in his portrayal a collage of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstereotypes, tells of Roma kings and draconian force in extended families. He \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnotes:<\/p>\n

The Roma families \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t[…] live in their own universe. At the same time, they are the freest and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tleast free people of Europe. They consider themselves not bound to any State to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlaw and have no loyalties except to their own […] The world of the Roma is as \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tvaried as ours, their values \u200b\u200bare glamorous or as harsh as before in the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMiddle Ages – and in some of their extended families [these values] are not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcompatible with the ideas embodied by the Civil Code. Yes, there are child \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgangs. Yes, there are criminal clans. And yes, there are also large families \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthat are not noticed by such offences. The latter are potential allies against \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe excesses [of others].<\/em><\/p>\n

Although \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMr Krauel, in his descriptions of the “Rroma world,” tries to give a differentiated \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trepresentation of the facts, it is surprising how decisively he represents the \u201cotherness\u201d \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof the values \u200b\u200bof the Rroma. The statement \u201cThey do not consider themselves \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbound by any state, law and have no loyalties except their own\u201d is a crass \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdefamation and pretentious ascription of identity to an ethnic group that can \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tonly be described as racist. It constructs the Rroma intentionally as the opposite \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand negation of the so-called loyal and compliant values\u200b\u200b. The addition of \u00a0\u201cfreedom in its positive aspect\u201d to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthese statements doesn\u2019t change much to them. He thus assignes Rroma a blanket \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tidentity of self-imposed exclusion, whereas in fact, this is \u00a0a history of foreign exclusion. Mr. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tKrauel writes that the Rroma value measures are \u201cglamorous and harsh as before \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin the Middle Ages.\u201d This evolutionary portrayal of the values \u200b\u200bof the Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas an anachronism is deeply patronizing. It defames all those Rroma who are well \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tintegrated and live an integer life in European societies. Those invisible \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma he mentions only marginally. The idea that the majority of Rroma live under \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe influence of regional Roma kings, can only be deemed totally absurd. At the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbeginning of the article, Mr. Krauel says that what was happening in German \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcities is not xenophobia. What he writes in this article, however, is.<\/p>\n

The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tSPD politician Martin Korol (2013) recently published a paper on the \u201cRoma in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBremen\u201d on his webpage. In it he refers to what he deems as a striking increase \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\u00a0of the West migration of Romanian \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand Bulgarian Roma to Bremen. They are coming by families, by whole clans, not \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor political reasons but \u201cbecause of the poverty in their country and the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\topportunity here to live in a warm and dry enough place, to eat to satiation and \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin case of emergency, to have medical treatment.\u201d Like the majority of German \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmedia, he sees the Romanian and Bulgarian Roma as economical refugees. That in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\titself is not to be condemned. However, there are preposterous statements, now \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdeleted in the newest version, in which he states that Rroma \u201ctake their \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdaughters out of school […] to force-wed them,\u201d and that young Rroma men \u201cmelt \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttheir brains away with adhesive fumes brain away […]. The prospect that each Rrom \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcontributes to GNP or even to his own pension or mine \u201cis\u201d null\u201d (Schirrmeister \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2013) Even the current version of the text still has racist statements like, \u201cBut \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tit amazes me now that Bremen suddenly discovered its love for Roma, who socially \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand intellectually still live in the Middle Ages, in an ancient patriarchal \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsociety in a way that raises the strongest concern among every party, every \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchurch and every association in Germany in general and particularly in Bremen.\u201d \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n

The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trest of the text contains a correspondence between Korol and a person \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tresponsible for immigration in Bremen. In it, he is annoyed at the blatant \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdisinterest, in his opinion, for the house that he wanted to give for temporary \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmigrants. Korol is actually staging himself as a misunderstood benefactor for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timmigrants from South-eastern Europe.<\/p>\n

The SPD \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchief of Bremen distanced himself decidedly from Korol\u2019s paper and stated that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthis position was in no way in line with the social democratic values. Also, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe The Rroma Contact Point can only vehemently condemn Korol\u2019s statements and \u00a0even denounce the malicious defamation that \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\this blog partially contains.
