As a reason  \t\t\t\t\t\t\t\t\t\t\tfor his plea, he takes a controversial headline of the newspaper \u201cValeurs  \t\t\t\t\t\t\t\t\t\t\tactuelles\u201d of the 22 August which titled an article with the words \u201cRoms,  \t\t\t\t\t\t\t\t\t\t\tl&#8217;overdose.\u201d [Rroma, the overdosis]. El Mallass sees a glaring blindness  \t\t\t\t\t\t\t\t\t\t\tamongst the public on the history of the Rroma: Their persecutions under the  \t\t\t\t\t\t\t\t\t\t\tVichy regime and the Nazis, as well as the government practices against Rroma  \t\t\t\t\t\t\t\t\t\t\tin many European countries, which lasted for centuries. El Mallas urges French  \t\t\t\t\t\t\t\t\t\t\tpoliticians and the French State to on to take a lead role on a new Rroma  \t\t\t\t\t\t\t\t\t\t\tpolicy aimed at their speedy and successful integration: \u201c<em style=\"font-family: Arial; \">En somme, c\u2019est \u00e0 l\u2019\u00c9tat de favoriser l\u2019int\u00e9gration de  \t\t\t\t\t\t\t\t\t\t\tla communaut\u00e9 Roms en cr\u00e9ant des conditions humanitaires dignes ainsi que  \t\t\t\t\t\t\t\t\t\t\tl\u2019acc\u00e8s aux droits, leur permettant in fine de sortir de l\u2019ill\u00e9galit\u00e9 et des no  \t\t\t\t\t\t\t\t\t\t\tman\u2019s land que sont ces camps insalubres, o\u00f9 l\u2019ins\u00e9curit\u00e9 quotidienne vient  \t\t\t\t\t\t\t\t\t\t\ts\u2019ajouter \u00e0 la violence intracommunautaire qu\u2019aucune r\u00e8gle de droit ne peut  \t\t\t\t\t\t\t\t\t\t\tr\u00e9gir sans pr\u00e9sence de l&#8217;autorit\u00e9 publique.<\/em>\u201d <em style=\"font-family: Arial; \">[As  \t\t\t\t\t\t\t\t\t\t\tsummary, the State should further the Rroma\u00a0 integration by creating worthy humanitarian conditions as  \t\t\t\t\t\t\t\t\t\t\twell as guaranteeing access to rights, permitting them at long last to get out  \t\t\t\t\t\t\t\t\t\t\tof illegality and of the no man\u2019s land, what these unhealthy camps are, were daily  \t\t\t\t\t\t\t\t\t\t\tinsecurity adds itself to inter-community violence which no rule of law can  \t\t\t\t\t\t\t\t\t\t\tdeal with without the presence of the public authority.]<\/em><\/p>\n<p class=\"MsoNormal\">Jamet  \t\t\t\t\t\t\t\t\t\t\t(2013) of Boulevard Voltaire writes a mocking criticism on the latest  \t\t\t\t\t\t\t\t\t\t\tcontroversy in the French press. He asks the provocative question as to whether  \t\t\t\t\t\t\t\t\t\t\tthe Rroma should not be considered to be a chance for France. In an ironic  \t\t\t\t\t\t\t\t\t\t\tlanguage, he pokes fun at the clich\u00e9s about Rroma and sees them as producers of  \t\t\t\t\t\t\t\t\t\t\tjobs, the countries with Rroma populations should on the contrary be grateful  \t\t\t\t\t\t\t\t\t\t\tthat they have them: \u201c<em>Combien d\u2019agents  \t\t\t\t\t\t\t\t\t\t\tcommunaux du nettoyage, de gendarmes, de policiers, de vigiles, d\u2019agents de  \t\t\t\t\t\t\t\t\t\t\ts\u00e9curit\u00e9, de serruriers, de plombiers, seraient vou\u00e9s au ch\u00f4mage si les Roms  \t\t\t\t\t\t\t\t\t\t\tn\u2019existaient pas\u00a0! Y a-t-on song\u00e9\u00a0? Une discrimination s\u00e9culaire  \t\t\t\t\t\t\t\t\t\t\temp\u00eache depuis plus de mille ans la communaut\u00e9 rom de se s\u00e9dentariser, de  \t\t\t\t\t\t\t\t\t\t\ts\u2019instruire, de s\u2019int\u00e9grer aux diff\u00e9rent pays qui ne connaissent et donc  \t\t\t\t\t\t\t\t\t\t\tn\u2019appr\u00e9cient pas \u00e0 sa juste valeur la chance qu\u2019ils ont d\u2019avoir \u00e9t\u00e9 choisis par  \t\t\t\t\t\t\t\t\t\t\teux pour lieux de r\u00e9sidence ambulante.\u201c[How many communal agents for cleaning,  \t\t\t\t\t\t\t\t\t\t\tgendarmes, policemen, vigils, security agents, locksmiths, plumbers would be  \t\t\t\t\t\t\t\t\t\t\twithout work if Rroma did not exist! Did one think about that? A secular  \t\t\t\t\t\t\t\t\t\t\tdiscrimination prevents the Rroma community since more than thousand years  \t\t\t\t\t\t\t\t\t\t\tbecome sedentary, to educate itself, to integrate in the different countries  \t\t\t\t\t\t\t\t\t\t\twhich do not know and thus do not appreciate fully the chance that they were  \t\t\t\t\t\t\t\t\t\t\tchosen by them as their mobile residency.]<\/em><\/p>\n<p class=\"MsoNormal\">Following  \t\t\t\t\t\t\t\t\t\t\tthe closure of an illegal Rroma camp in Strasbourg, Moga (2013) discusses the  \t\t\t\t\t\t\t\t\t\t\tperspectives of Romanian Rroma in France and societal attitudes towards them.  \t\t\t\t\t\t\t\t\t\t\tShe spoke with several families living in the camp, and draws a picture that  \t\t\t\t\t\t\t\t\t\t\toscillates between hope and despair. So many of the young Rroma want to go to  \t\t\t\t\t\t\t\t\t\t\tschool and learn French but the registration of the children often fails due to  \t\t\t\t\t\t\t\t\t\t\tthe lack of language skills of the parents. To this, one needs to add the  \t\t\t\t\t\t\t\t\t\t\tdifficult access to the labour market and a vicious circle of social exclusion,  \t\t\t\t\t\t\t\t\t\t\ta circle that only a few manage to break. Moga criticises the closure of the  \t\t\t\t\t\t\t\t\t\t\tcamp as a hindrance to a successful and above all long-term integration of  \t\t\t\t\t\t\t\t\t\t\tRroma.<\/p>\n<p class=\"MsoNormal\">Polloni  \t\t\t\t\t\t\t\t\t\t\t(2013) reports a creative idea of \u200b\u200bthe organization Perou of Ris-Orangis:  \t\t\t\t\t\t\t\t\t\t\tPerou designed forty CVs of prominent Rroma residents in Ris-Orangis who cannot  \t\t\t\t\t\t\t\t\t\t\tfind work.
