He regrets that the Rroma, who \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thave been living in France for centuries, are still not recognized by the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpublic as part of French society. Instead, one discriminates them further. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIn the French public, the Rroma exist only in the form of visible immigrants \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfrom Eastern Europe. The Rroma who have been living integrated in France for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgenerations, are not seen by the media. According to Guerra they are still \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tvictims of racism and discrimination: <em style=\"font-family: Arial;\">\u201cThere \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tare also several hundred thousand Roma who are French citizens. We are the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tobject of racism and discrimination. But our situation is better than that of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tour immigrant brothers and sisters whom the French state continues to exclude. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRacism against Roma is fed by widespread stereotypes. According to the national \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcommission into human rights 85 percent of French people think Roma exploit \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttheir children. The idea of French national identity also plays a role. The \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttrue French person is supposed to speak French not regional languages, for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\texample, and to be settled rather than travelling. And the economic crisis has \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tseen things get worse. That\u2019s true of racism in general, but particularly \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tanti-Roma racism.\u201d <\/em>Moreover, Viviane Reding criticized that the Rroma have \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trepeatedly been used as scapegoats for social ills in the French election \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcampaign, when politicians did not want to talk about more relevant topics. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tGuerra expresses his disappointment about the fact that the political parties \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand politicians, from the right as well as from the left, were not reliable in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trespecting the rights of the Rroma and to come to their defence. At the end, he \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcalls for the concentration of the various civil rights movements and a special \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdedication to the betterment of the situation of the Rroma: <em style=\"font-family: Arial;\">\u201cIn the last few years new anti-racist \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmovements have developed, including Roma movements. We are working towards a \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFestival of Gypsy Insurrection to celebrate the revolt of Roma people in the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBirkenau Nazi concentration camp on 16 May 1944. People on the receiving end of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tracism have taken the initiative and created \u201cspecialised\u201d movements against \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIslamophobia, anti-black racism, etc. These movements are at the stage of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgetting to know one another. To succeed in their just struggle they will need \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto coordinate. Roma organisations take part in these movements and we attempt \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto play a role in bringing them together.\u201d<\/em> By such a movement, it could \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tperhaps at last be made clear to the majority population that the Rroma have \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbeen living among them for generations, invisible and integrated and that they \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tshould be allowed to display their identity publicly and proudly without being discriminated.<\/p>\n<ul>\n<li>Guerra, Umberto (2014) Roma people are standing up to racism in France.
