He tries to present a  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdetailed picture of the situation on the ground, but he fails due to his  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpreconceived belief that all Rroma want to move to Germany. He describes the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\trepresentatives of the Romanian village Cojasca as caricatures but who are  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tultimately only interested in profit through economic relations with Germany. The  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmayor of Cojasca, according to Carsten, tries first to get Giffeys to agree to  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfinance a factory with German money, then switches to asking for funds for the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tlocal school canteen and ends with offering his services in Germany as a  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttranslator. Carsten\u2019s bottom line reasoning is simple: children\u2019s allowances  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand benefits in Neuk\u00f6lln and in general in Germany are so high when compared  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twith the low income in Romania, so that it provides essential stimulus for  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmigration wherever poverty exists. He may not be wrong, but he oversimplifies  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe complexity of transnational migrations. He neglects questions about social  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcohesion of groups and communities, does not ask anything about the history of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe Rroma in Romania, does not question the Romanian and German migration policies.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIf migration is considered only from an economical perspective as this often happens  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand is also Carsten\u2019s view, questions about social integration, historicity,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe role of individuals and the power of political discourse are simply  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tneglected. Poverty migration exists, but it is not nearly as one-dimensional as  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarsten\u2019s represent it: It also takes courage to leave one\u2019s own home behind  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand to travel to another country whose language you do not speak properly.  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tTransnational relations are formed more or less depending on the structures of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe participating countries and the possibilities of the involved persons. He who  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tupholds the rules of the free market and therefore the freedom of workers  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tshould be self-critical, if he \/ she sees the new residents of a given country  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas poverty migrants from other countries who actually come as bearers of wealth  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand expertise. The reality is more than the just visible on the surface and  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcertainly not just an intellectual construct.<\/p>\n<p class=\"MsoNormal\">Dernbach (2013) points out in her article the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twidespread pejorative views about Rroma. On the occasion of the presentation of  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMarkus End\u2019s findings \u201cantiziganism &#8211; the state of research and the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcounter-strategies\u201d she discusses the situation of Rroma in Germany. End points  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tout that the stereotypes are still strong in the minds of the masses and that  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe thematising violence and discrimination against Rroma usually only is put  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin relation to events in Eastern Europe and not in their own country.<\/p>\n<p class=\"MsoNormal\">End (2013) points out in his publication about strong  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgrievances regarding media coverage and the public abuse of Rroma. There is  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talmost no research which focuses on antiziganism, the regulation of the press  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprovides insufficient protection against discrimination, politicians can even  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmake derogatory or racist remarks against Rroma without any consequences. Broad  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsections of the population continue to exhibit strong prejudices against Rroma,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsuch as the belief that Rroma tend to criminality. Based on those views, discriminatory  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tacts against Rroma occur regularly and these are seldom followed upon.<\/p>\n<p class=\"MsoNormal\">H\u00e4merle (2013) spoke with the Romanian President  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tBasescu on the relationship between Romania and the European Union. The  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tconversation also covered the role of Rroma. Basescu stated: <em>\u201cThere are virtually no problems with  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRomanians who emigrated, the whole debate revolves around the economic  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tmigration of the Rroma. But the Western states dare not to say this, which is why  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthey prefer to talk about problems with Romanian immigrants. We will then make  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprogress when they openly admit: Yes, the Rroma minority is causing problems,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tand we need to resolve this.\u201d <\/em>Regarding this point, Basescu seems to be  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpoorly informed about the German, French and English media. There, this is in  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfact treated exactly as a Rroma \u00a0problem  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tor question. Basescu sees a reluctance of Romanian Rroma to use existing  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\teducational opportunities. Combined with the significant differences in wealth  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbetween Germany and Romania, the raises the economic migration question. To  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsolve this migration and to better integrate the Rroma needs a pan-European  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsolution.<\/p>\n<p class=\"MsoNormal\">Gottschlich (2013) reports on the efforts of the North  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRhine Westphalia Interior Minister Ralf J\u00e4ger to better integrate the Rroma in  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe cities of the province. The federal government is also required to get involved,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tas signing of the Schengen Agreement on the free movement of persons resulted  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin increased migration and in the concentration of migrants in individual  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcities. Specifically, he called for the safeguarding of health care and the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpromotion of school enrolment.
