Numerous French \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnewspapers report on the negative impact of the regulatory expulsion policy on \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\timmigrant Rroma. The victims are mainly Rroma children whose school education \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tis often poor. Official statistics are not available. In addition to the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfrequent changes of location, which make it difficult to attend school, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tbureaucratic obstacles and reservations of mayors hinder the integration of Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tchildren. The European Rroma Rights Centre (ERRC) points out this education \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tcrisis in a study recently made \u200b\u200bpublic: 118 adult Rroma from six informal \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettlements in Seine-Saint-Denis, Lille, and Marseille were interviewed on the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tenrolment of their children. 75% of them left their country of origin between \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2007 and 2010 to come to France. They are on average expelled twice a year due \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto forced evictions. The result of the survey is disillusioning: just half of \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe children go to school. However, the regulation of school attendance in \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tFrance is clear: all children between the year of six and sixteen must attend \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tschool, regardless of whether the parents have valid papers or a fixed domicile. \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tIn reality, the officials often require proof of a fixed residential address, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\talthough an identity card would be sufficient for enrolment. In 60% of the cases, \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tthe lack of a home address is the reason for an absence from schooling, the \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tstudy by the Rroma Rights Centre states. In the other cases, mayors usually refer \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto the argument that the classes are full, although they are obliged to create \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tnew classes when necessary. In addition, there are negative attitudes of some \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tparents whose children are already enrolled in school and who do not want to \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thave their offspring in a class with many Rroma children. The rejection is \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttherefore clearly xenophobically motivated. If one wants to evict the Rroma \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsettlements, the enrolment of children would counteract this. The judges usually \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tconsider the number of children enrolled in their decision about an evacuation \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tof informal settlements. The study also indicates that there are strong local \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tdifferences: in the Communist-ruled Bobigny, 90% of Rroma children are enrolled \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tin school (compare Chabrout 2014, European Roma Rights Centre in 2014, Le \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tNouvel Observateur 2014, Piquemal 2014, Vincent 2014, Voyageurs Createures \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2014). The media focus on informal settlements suggests that there are only \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma in France who recently immigrated, belong to the lower class and are \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tpoorly educated. However, hundreds of thousands of Rroma have been living for \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgenerations integrated and unobtrusively in French society. These invisible \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tRroma are completely ignored by the media.<\/p>\n
