The article \t\t\t\t\t\t\t\t\t\t\texplains in detail how Rroma beg or extort money through tricks, something \t\t\t\t\t\t\t\t\t\t\tperceived by the local shop owners and workers as a burden. Ironically, Neuchatel\u2019s \t\t\t\t\t\t\t\t\t\t\tpolice chief is the one quoted at the end of the article as stating that one \t\t\t\t\t\t\t\t\t\t\tmust effectively differentiate between begging and criminal activities. There are \t\t\t\t\t\t\t\t\t\t\tRroma who live under blatant poverty and work hard. A common way of looking at \t\t\t\t\t\t\t\t\t\t\tbegging or stealing among Rroma is to present these activities as being part of \t\t\t\t\t\t\t\t\t\t\ttheir culture, something which is completely absurd.
